Site work and paving for a mixed-use development in Waynesboro, Tennessee. Conceptual plans call for site work for a medical facility; for paving for a medical facility; sidewalk / parking lot; and sidewalk / parking lot.

Wayne County Government issues this RFQ to Designers interested in providing full services including architectural, engineering and consulting services for the program validation, design, contract documents, and construction administration. This request is for the provision of Architectural and Engineering Services for interior and exterior renovations to the existing Wayne County Health Department Building, of approximately 5,166 SF, located at 725 S. Main Street, Waynesboro, Tennessee, 38485. Scope of work to include: Replace all outdated HVAC units (4) /thermostats, add UV air filtration to the HVAC systems, revise ductwork for proper air flow Repave current parking lot, add new handicap ramp and additional north side parking area Sidewalk repair and drainage replacement Add awnings above back doors Replace insulation Install new ceiling tiles and grids Reconfigure the nursing station cabinets Update electrical panels to increase breaker amperage Replace/repair brick facade Replace 3 steel doors, add ADA front doors, and add a side entry steel door to the front office with key card access Repair damaged sheetrock/holes Repair/replace fence Convert lighting to LED Add storage unit and laboratory box stand New paint where needed Replace/repair flagpole Relocate medication room, install mini-split A/C dehumidifier unit to maintain appropriate temperatures, upgrade electrical to accommodate all necessary equipment and add shelving units for medications This project will be contracted with an Architectural Design Team as the prime, who will be responsible for obtaining and sub-contracting with the necessary engineering disciplines including Civil, Structural, and Mechanical/ Electrical/ Plumbing (MEP). Scope of Services 1) Scope Confirmation: Meet with Wayne County Health Department staff to discuss needs of both County leadership and applicable user groups. Wayne County staff will help identify the meeting attendees and assist in arranging meetings throughout the design process. The A/E firm shall provide an agenda and record meeting minutes of the design/review meetings. 2) Design Phase: Work with the Wayne County Health Department to prepare plans for the renovation project. Follow the American Institute of Architects (AIA) process and deliverables for Schematic Design, Design Development and Construction Document phases. 3) Bidding/Construction: Prepare documents for competitive bidding and submittals for agency reviews. The Design Team will be responsible for preparing and submitting documents to the required agencies for approval, as well as answering all questions and addressing all comments. The County, with assistance from the County Director, will receive and review all submitted bids. 4) Construction Contract Administration: Representative(s) from the Design Team will attend monthly progress meetings held virtually and/or onsite. The Design Team will work with the County Director and Contractor to resolve RFIs, submittals, etc. The Design Team is expected to review shop drawings and other submittals. The Design Team will also review and certify the Contractor's Application for Payment monthly. Follow the American Institute of Architects (AIA) process for Construction Administration phase services. 5) Architectural Firm to carry Professional Liability Insurance: $2 million project, $2 million aggregate. Qualifications and Experience 1) Describe the firms credentials to deliver the services needed for this project. Provide an overview of your firms expertise with projects of similar type, complexity, and scope. Provide information on up to three of the firms design services projects that have been completed within the last five years and that are of similar type, scope, and complexity. Proposed Compensation Provide a Percent of Construction Cost Fee based on the estimated construction budget of $557,000 or less. Compensation will be based off of the final construction cost of the project and the percentage based fee submitted in the proposal. Other forms of proposed compensation (e.g. Lump Sum Proposal) will not be considered. Standard reimbursements will be paid separately at 1.0 times actual cost basis. Project to be invoiced monthly based on percent of work completed to date. Bids shall not be delivered orally, by facsimile transmission, by other telecommunication, or electronic means. Vendors assume the risk of the method of dispatch chosen. Wayne County assumes no responsibility for delays caused by any delivery services. Postmarking by the due date will not substitute for actual receipt by Wayne County. A vendors failure to submit its response prior to the deadline will cause the submittal to be rejected. Late submittals or amendments will not be opened or accepted. The County may adjust this schedule as it deems necessary. The County will communicate any adjustment to the Schedule of Events to all known proposers. The method of Contractor Selection has not been Determined at this time.
