The intent of this project is to provide comprehensive assessments that allows the Town of Garner to use as a part of an implementation plan to improve Right of Way accessibility on pedestrian walkways, facilities, and parks. The data collected shall produce a report detailing all deficiencies, recommendations to mitigate those deficiencies and budget estimates for the cost of mitigation by category of deficiency. Each deficiency shall be mapped into an ArcGIS layer to provide visual representation of the deficiency. Contractors shall provide options to assist in the implementation and fulfillment of the requirements of Title II of the Americans with Disabilities Act (ADA). These options shall include a Right of Way SelfAssessment, Parks, and Facilities Self-Assessment that references the guidelines. o ADA Transition Plan Guidelines Title II Checklist o Public Right-of-Way Accessibility Guidelines (PROWAG) o ADA Accessibility Guidelines (ADAAG) o Manual on Uniform Traffic Control Devices for Streets and Highways (MUTCD) o North Carolina Department of Transportation 2015 ADA Self-Assessment & Transition Plan (NCDOT).
