The Master Plan process should be approached collaboratively with the community, stakeholders, and staff. The project schedule should include adequate time for each project component, including working with community members, Town staff, facilitating public participation, data gathering and analysis, document preparation, and reviews by key stakeholders and policy makers. Elements include, but are not limited to: Demographic and benchmarking analysis Data gathering and analysis in support of developing recommendations, goals and action plans Determine feasibility of facility development/improvement based on any land use requirements/restrictions and any regulatory requirements Park and facility inventory and site assessment to include, but not limited to: Existing conditions Aerial photographs SWOT of each selected parks/facilities (not to exceed 25 locations) Community engagement and needs assessment Trends - national and local Level of service analysis Operations and maintenance analysis Provide recommendations of appropriate maintenance levels, determine maintenance standards, and provide maintenance plan with recommended budget Equipment recommendations Provide recommendations of higher performing materials that may lessen maintenance requirements or increase safety. Park system upgrades/improvements including 10% schematic designs for applicable properties (estimate of 10-12 locations to be selected) Best practice guidelines Community demand, supply and needs assessment - including Town facilities and those in the surrounding area, whether public or private Provide a map of all parks, open space, and recreational facilities Existing and future park facilities expansion and improvement priorities and recommendations including justification Determine if there are any untapped opportunities for acquisition or development Development of infrastructure standards for construction guidelines for athletic fields, irrigation systems, site furnishings, signage, etc. Determine and formalize maintenance protocol to maintain all natural areas Prioritize recommendations for maintenance, renovation, and operations of parks, trails and recreation facilities Provide cost estimates for proposed upgrades, improvements, and maintenance/operational needs. The town reserves the right to waive any defects and informality in any response, to reject any or all responses for whatever reason and to accept that response deemed to be in the best interest of the town. The town reserves the right to reject any response if the evidence submitted by or investigation of the consultant fails to satisfy the town that the consultant is properly qualified to perform the services.
