Renovation of a municipal facility in Gaithersburg, Maryland. Completed plans call for the renovation of a municipal facility.

The City is seeking to obtain services of a qualified Contractor to furnish labor, equipment, and material to replace approximately 32,500 SF of existing aggregate surface built-up roof (BUR) system with a new 80-mil, white Thermoplastic Polyolefin (TPO) roof membrane, flashing, coping, roof drains, gutters and downspouts in accordance with the construction documents and, include a minimum 30-year NDL (No Dollar Limit) special project warranty and provide a 5-year contractor's workmanship guarantee. The building is located at: Activity Center 506 S. Frederick Avenue Gaithersburg, MD 2087 Offeror Questions Due in Writing: August 20,2024 by 5:00 PM Q&A Addendum Issued: August 23, 2024 by 5:00 PM All questions regarding this Solicitation: (i) shall be submitted in writing by email to the Procurement Division, at procurement@gaithersburgmd.gov; and (ii) shall be received by the date and time specified in the Solicitation Schedule. The solicitation number and title must be included in the subject line of the email. Any and all questions received not in compliance with this paragraph will not be answered unless the City, at its sole discretion, deems that a response to a question is necessary to clarify anything in the Solicitation Documents. The City's responses to questions received will be issued via Addendum to this solicitation on the date specified in the Solicitation Schedule. The Offeror shall submit with its Proposal an executed bid bond in an amount equal to 5% of the Offeror's total Proposal price. The bond shall include a certified copy of the Power of Attorney of the attorney-in-fact that executed the bond. The Contractor shall, within ten (10) business days following receipt of a notice of intent to award issued by the City, furnish to the City an executed payment bond and executed performance bond, both of which shall: (i) be in an amount equal to one hundred percent (100%) of the total Contract sum; (ii) bear the same effective dates; (iii) be executed prior to the effective date of the Contract and not expire prior to the end of the term of the Contract; and (iv) include a certified copy of the Power of Attorney of the attorney-in-fact that executed the bond. It is agreed that time is of the essence and therefore the City will suffer substantial damages if the Work is not completed within the time stated in the Preliminary Project Schedule contained in the contract documents. If the Contractor fails to achieve substantial Completion of its Work on or before the date set for Substantial Completion of the Contract and as a result causes the Project to be completed after the date set for Substantial Completion of the Project as set forth in the Preliminary Project Schedule, liquidated damages shall be assessed against the Contractor in the amount of $300 per day for each calendar day that the Contractor delays Substantial Completion of the Project. These assessed damages shall not be considered as a penalty but as mutually agreed upon as the ascertained damages suffered by the City because of the delay. Where, under the Contract, additional time is allowed for the completion of the work, the new time limits will be the essence of the Contract.
