INTRODUCTION The City of Cincinnati, through its Department of Sewers (the "City"), as the sole management agency for the operation and maintenance of the sewer system on behalf of the Metropolitan Sewer District of Greater Cincinnati ("MSDGC") is issuing this Request for Qualifications (hereinafter "RFQ"), pursuant to the provisions of applicable Ohio law and MSDGC policy, from parties (hereinafter "Offeror"). Offeror shall provide the City with assistance for the purpose of completing the activities associated with the Scope of Services, below. 1.2. GENERAL BACKGROUND AND INFORMATION MSDGC provides wastewater collection and treatment for various municipal and unincorporated populations of Hamilton County, which has over 800,000 residents, as well as services to portions of Butler, Clermont, and Warren Counties. MSDGC's service area covers more than 400 square miles. Over 200,000 separate sewer connections tie into MSDGC's 3,000+ miles of sanitary and combined sewers. The Board of County Commissioners of Hamilton County, Ohio (the "Board") created MSDGC in 1968. MSDGC is operated under a 50-year contractual agreement with the City. The agreement consolidated the City sewerage services (its own and contractual services provided to 20+ other Hamilton County political subdivisions) with those of Hamilton County's Sewer District No. 1. Under the agreement, the City provides exclusive management of the sewer district's services, per the requirements as outlined in Chapter 6117 of the Revised Code of Ohio, while the Board funds its operating and capital budgets, sets rate structures, and determines its rules and regulations. 1.3. PROJECT BACKGROUND AND INFORMATION The Little Miami Wastewater Treatment Plant (LMWWTP) was constructed in 1953 with primary treatment, disinfection, and sludge disposal and was designed to treat the Little Miami Interceptor. The LMWWTP was upgraded in 1973 and 1978 to provide secondary treatment and increase pumping capacity and allow for the connection of Newtown, Four Mile, and Delta Interceptors to the LMWWTP. The current capacity of the LMWWTP is 55 million gallons per day (MGD) through Secondary. An additional 100 MGD of flow is screened and bypassed via excess flow pumping from the Four Mile Pump Station through the Auxiliary Outfall. Recent modeling efforts have shown a significant amount of flow is discharged into the Ohio River through the Auxiliary Outfall. This, combined with negotiations around the second phase of MSDGC's WetWeather Improvement Plan (WWIP), has led to plans for a plant High-Rate Treatment (HRT) Facility and other plant expansions to eliminate the Auxiliary Outfall, reduce upstream CSOs, and meet WWIP goals. A Business Case Evaluation (BCE), dated March 8, 2022, recommended a maximum pumping rate from the Little Miami Pump Station and Four Mile Pump Station of 215 MGD. The plant capacity through secondary would be increased to 100 MGD and a 115 MGD HRT would be installed onsite. The BCE recommended four projectsthat balanced cash flow, schedule, site coordination, and technical considerations at the LMWWTP. Two of these projects were recommended to be constructed utilizing traditional Design-Bid-Build procurement method. This RFQ will lead to one contract for one of these two referenced projects. The LMWWTP Electrical, Primary, and Secondary Improvements project is a series of improvements that is designed to provide the necessary electrical modifications to allow for future demolition of several buildings to make room for the future HRT. This project will also make modifications to primary and secondary treatment with the goal to meet 100 MGD through secondary treatment. The Primary tanks will also be upgraded to meet the future needs of the plant as it relates to utilization of the primary tanks to meet solids handling requirements of the future HRT, allow for intermittent use as equalization basins, or full operation as primary treatment. SCOPE OF SERVICES A general outline of the work required is provided in this RFQ. It is not intended to be all-inclusive, as a detailed scope of work will be developed during negotiations with the selected Offeror. It is anticipated that professional engineering and related consulting services shall be provided to support the referenced project during the conceptual design, design, construction services, and SCADA design and programming. The anticipated term of the contract resulting from this RFQ is Six (6) years with Two (2) one-year extensions. This RFQ will result in two separate contracts for two separate projects with one firm. The scope for the LMWWTP Electrical, Primary, and Secondary Improvements involves electrical asset management, primary treatment asset management, and secondary treatment asset management. The following items are included: o Replace low voltage (480V and below) electrical infrastructure inside Secondary Treatment, including Motor Control Centers (MCCs) and lighting for the 3rd Floor and 4th Floor electrical rooms. o Architectural repairs and upgrades to the 3rd Floor secondary treatment electrical room to seal from leaks. o Architectural / structural expansion of 4th Floor secondary treatment electrical room to contain a new 480V substation. o HVAC upgrades to the 3rd Floor and 4th Floor Secondary Treatment electrical rooms. o Backup generator and standby power panel replacement for Secondary Treatment with new outdoor generator. o Backup generator and standby power panel replacement for Sludge Handling with new outdoor generator. o Modify the primary clarifier influent channel gates to balance flow and install guide vanes in the northwest corner of the primary influent channel as required to improve the flow distribution between the four primary clarifiers. o Modify the existing gate between the primary influent channel and the primary effluent channel to allow full plant flow (up to 100 MGD) to be diverted to the effluent channel, or partial flow during wet weather. Install level meters to control the channel gate position. Install new hydraulic actuator. o Add a new gate in the primary influent channel immediately after the junction with the primary effluent channel, to prevent the entire length of the influent channel from filling up when primaries are bypassed. This gate is to be motorized similar to the existing primary gates. o Replace primary tank chain and flights. o Structural improvements at Primary and Secondary Treatment including expansion joint replacement and repairing concrete cracks. o Replace gates and actuators for secondary settling crossover gates and chlorine contact tank gates. o Modifications to aeration tanks to convert existing eight tanks into four aeration basins with contact stabilization and plug flow capabilities. This will allow for 100 MGD Aeration treatment capacity. o HVAC improvements in secondary treatment, with consideration given to more efficient heating methods. o Aeration ventilation improvements. o Improvements to the Primary and Secondary chain and flight systems The following analysis will also need to be performed for this project: o Non-Potable Water (NPW) System impact analysis o Mixed Liquor Suspended Solids Pumps capacity analysis and asset evaluation o Blower capacity evaluation o Coordination with current and future projects o Grit System Study to evaluate the grit removal efficiency and performance of the existing grit system o Updates to plant process model o If deemed necessary upgrades to the disinfection system may be evaluated QUESTIONS/COMMENTS CONCERNING THE RFQ The City will only entertain written questions or comments concerning this RFQ by the deadline provided above.
