The City of Mountlake Terrace (City) solicits interest from consulting firms with expertise in Civil Engineering and Landscaping Design to assist with planning, geotechnical investigation, environmental analysis and documentation, permitting, and engineering design for Veterans Memorial Park - Upper Plateau Improvements. The selected Consultant will enter into a Professional Services Agreement, which will be for approximately 6 months in duration with the option for the City to extend it for additional time, money, and services, if necessary. The City reserves the right to retain the services of successful firm(s) for any subsequent phases associated with this project. The City reserves the right to amend terms of this Request for Qualifications (RFQ), to circulate various addenda, to postpone, reject, or to withdraw the RFQ at any time, regardless of how much time and effort consultants have spent on their responses. This project will utilize federal American Rescue Plan Act (ARPA) funds to develop a design for the upper plateau of Veterans Memorial Park. A conceptual plan of park improvements was developed in 2021 and will be the basis for design. The selected consultant will complete the necessary work to advance the conceptual plan of the upper plateau to 60% design (including environmental review - Section 106 with National Parks Service). The objective will be, preparation of design and environmental materials in order to submit a Land and Water Conservation Fund (LWCF) and a Washington Wildlife and Recreation Program (WWRP) development application with the Washington State Recreation and Conservation Office (RCO) for the 2024 grant round. Additional work to finalize a design may be completed, as a supplement to this agreement. The anticipated work to be performed by the consultant consists of but is not limited to: Geotechnical investigation. Environmental assessment, potential mitigation, documentation and permitting. Public involvement/feedback. Engineering/design.
