Notice to Consultants for Project Design Safe Routes to SchoolsThe City of Clarkston solicits interest from consulting firms with expertise in Civil Engineering design - bid support - construction management - and related services for two projects:HLP-SR23 (002) - Holy Family Catholic School Pedestrian Safety ImprovementsHLP-SR23 (003) - Grantham Elementary School Pedestrian Safety ImprovementsThis agreement will be for approximately 18 months in duration with the option for the City of Clarkston to extend it for additional time and money if necessary. The City of Clarkston reserves the right to amend terms of this "Request for Qualifications" (RFQ) to circulate various addenda - or to withdraw the RFQ at any time - regardless of how much time and effort consultants have spent on their responses. Project DescriptionHLP-SR23 (002) - Holy Family Catholic School Pedestrian Safety Improvements The work to be performed by the Consultant consists of complete engineering design for Curb extensions/bulb-outs - new marked crosswalk - pedestrian scale crossing illumination - rectangular rapid flashing beacon (RRFB) - speed feedback signs - roundabout - school/playground 20 mph speed zone (flashing beacons/signage) - ADA curb ramps - sidewalk (5'+) with curb and buffers.HLP-SR23 (003) - Grantham Elementary School Pedestrian Safety Improvements The work to be performed by the Consultant consists of complete engineering design for Curb extensions/bulb-outs - new marked crosswalk - pedestrian scale crossing illumination - rectangular rapid flashing beacon (RRFB) - speed feedback signs - school/playground 20 mph speed zone (flashing beacons/signage) - ADA curb ramps - sidewalk (6'+) with curb and buffer and sidewalk (5') at curb.Previous planning includes the 2020 LCVMPO Clarkston Schools Intersection Safety Study - 2020 Clarkston Road Safety Plan - and 2019 Asotin Co. - Clarkston Transportation Plan. Project funding is a Washington State grant award through WSDOT Safe Routes to Schools funds and local match.The Clarkston Public Works Director will be the designated Contract Administrator (CA) for the project.Some of goals or tasks for the project may include:The goals of the project are to: o &tempmargin;Improve pedestrian crossing safety and meet ADA standards o &tempmargin;Improve intersection radii to meet design standards o &tempmargin;Implement safe and cost effective measures for school zones o &tempmargin;Improve the sidewalk network around the school to meet ADA standards.Major work tasks for the consultant may include: o &tempmargin;Evaluate what road geometry and traffic control measures may be warranted and cost effective at the intersection locations and school zones. o &tempmargin;Determination of R/W needs and R/W plan preparation. It is anticipated that only temporary construction easements will be required and no R/W acquisition is needed. R/W will be done under a contract addendum with the design consultant once R/W funding is obligated in 2023-24. o &tempmargin;Cultural and Environmental (SEPA) documentation and preparation of permit applications o &tempmargin;Preparation of contract plans - specifications - and proposal package in accordance with WSDOT Local Agency Guidelines o &tempmargin;Support of advertisement and bid opening activities for contractThe City of Clarkston reserves the right to retain the services of the successful firm(s) for any subsequent phases associated with this project - Phase 2 Right of Way and Phase 3 Construction Engineering.The Phase 1 Preliminary Engineering phase has a 0% DBE goal. Use of DBE subconsultants is encouraged.Evaluation CriteriaSubmittals will be evaluated and ranked based on the following criteria (100 points total): 1) Description and history of firm 5 points 2) Qualifications of project manager 5 points 3) Qualifications of key personnel (including subconsultants) 10 points 4) Familiarity with and approach to the project 25 points 5) Ability to meet project schedule 15 points 6) Familiarity with WSDOT/FHWA standards 10 points 7) Past Performance/References 5 points 8) Stakeholder and Public Involvement Plan 25 pointsProposal covers and introductory letters are optional and will not be scored.SubmittalResponses shall be limited to ten single-sided 8.5x11 pages - excluding cover - introductory letter - and appendices. Font size shall be at least Arial 11 point except for pictures - tables and diagrams. Resumes - certifications - and relevant projects may be included in appendices as supplemental information to the submittal that will not be considered in the RFQ page count. Late submittals will not be accepted.
