Renovation of a water / sewer project in Portland, Texas. Conceptual plans call for the renovation of a water / sewer project.
The Texas Commission on Environmental Quality requires that cities begin planning for expanded wastewater treatment plants when usage reaches 75% of capacity and begin construction of new facilities at 90% capacity. Our plant is permitted for 2.5 MGD. Our current average inflows are 1.5 MGD, or 60% of capacity. Given our current growth, we anticipate reaching 90% capacity by 2025. As of July 7, 2025, this project is in the planning phase and a system study is in progress. The design phase will commence following the completion of the study, anticipated in nine months. A firm timeline for start of construction has not been determined. This project is part of the city's FY 2024-2028 Capital Improvement Program. *Project information has been obtained through a public capital improvement plan (CIP). A CIP is a financial schedule for short- and long-range projects which is updated regularly. Information listed in the CIP often evolves based on funding availability and the project details, including timeline and value, are subject to change.
