**As of October 18, 2023, project was canceled. No definite date for the rebid.** The Leaf traps are constructed of PVC-coated chain link fence mesh with framing around all sides and posts between each frame. These traps reduce the amount of leaves and litter entering the lakes and are cleaned monthly by City staff. The City has an estimated forty (40) to fifty (50) traps, which average approximately 8'' in width and 12 in length. Question Submission Deadline:September 14, 2023, 2:00pm Each bid must be accompanied by the Respondent's money order, cashier's check, certified check, or bid bond made payable to the City of Winter Park in the amount of five percent (5%) of the amount of the bid. This amount will serve as bid surety and will be forfeited to the City as liquidated damages in the event an award is made, and the necessary contract documents and bonds are not promptly and properly executed as required. All bid surety monies submitted to the City will be held until the awarded bidder has submitted the proper paperwork. At such time as a contract satisfactory to the City has been completed with the Successful Respondent, bid surety will be returned to the unsuccessful Respondents. Upon contract award, the Successful Respondent shall be required to furnish and pay for bonds covering the faithful performance of the contract and payment of all obligations arising thereunder by delivering to the City a Performance & Payment Bond ("P&P Bond"). The P&P Bond shall be furnished in the amount equal to one hundred percent (100%) of the annual contract price, in such a form as the City may prescribe and with a surety company acceptable to the City. Notice to Proceed will result in an assessment of liquidated damages of one thousand dollars ($1,000) per day for each day following the required deadline for achieving substantial completion that the Successful Respondent fails to achieve substantial completion. These traps reduce the amount of leaves and litter entering the lakes and are cleaned monthly by City staff. The City has an estimated forty (40) to fifty (50) traps, which average approximately 8' in width and 12' in length. Many traps can be accessed from the bank on smaller lakes and a few larger lakes where outfalls are on City property. Traps on the chain of lakes, i.e., Lake Virginia, Lake Mizell, Lake Osceola, Lake Maitland, Lake Killarney, and Lake Sylvan, will be accessible primarily by boat. City staff will assist the Successful Respondent in gaining access to these Lakes. The Successful Respondent may seek access to traps via private property; however, permission to access by land must be granted in writing by landowners. The City will not be held liable for trespass or property damage by the Successful Respondent. Examples of the traps requested in this IFB may be viewed at the Martin Luther King Jr. Park pond behind the Winter Park Library at 1052 W Morse Blvd.
