Winter Park-based nonprofit SOAR Museum LLC (Saving Our Aerospace Resources) is the lone proposal being considered for the roughly 33,000-square-foot building on 1.75 acres at 460 E. New England Ave. The city in a prior bid process did not reach an agreement with Birmingham-based Harbert Realty Services, which had wanted to convert the building into mixed-use with coworking office. The new proposal includes: First floor: Would feature the museum and a planetarium space focused on aerospace technology development Second floor: Includes a STEM Space Camp program with hands-on education opportunities for students to learn about science, technology, engineering and mathematics. The organization also would run its online Passport 2 Success program, which would provide college readiness for students from kindergarten to 12th grade. Third floor: Includes host SOAR's headquarters and a business incubation program with office space "We will be able to offer numerous yearly internships for college students and develop startup companies through our incubation programs," the nonprofit said on its website. "Our presence will assist local businesses in retail sales and work opportunities here in Winter Park. We will build working relationships with local schools and universities to expand our innovation hub network." SOAR is seeking a triple-net, 60-year lease for the site and would request five 10-year options. The museum also would retain the right of first refusal to buy the property at market value minus improvement costs and would lease the property as is without improvements from Winter Park. The first two years the company would pay expenses and utilities, with the third year starting at a $125,000 rental rate and the fifth year rising to $250,000 per year. There would be a rent escalation of 5% every five years and rent would commence 730 days after the lease is executed. Representatives with the museum were not immediately available for comment. The city's selection committee will meet to consider the proposal Jan. 11. City spokesman Craig O'Neil told Orlando Business Journal the selection committee will help determine the next steps for the project. The project would go before the Winter Park City Commission in the future for consideration. _________________________________________ Question Submission Deadline November 23, 2023, 5:00pm The City of Winter Park seeks proposals to utilize the 460 E. New England Avenue parcel. This could include reusing or demolishing the building and/or constructing something new. Preference will be given to projects that have an arts and culture component. The property, located at 460 E. New England Ave., was exclusively used for municipal purposes since 1979 as the former site of the Winter Park Library. In 2015 and 2019, this site was the subject of task force deliberations to determine what should be done. The current building comprises three large floor plates, each approximating about 11,000 SF. The internal floor plans are primarily wide open with high ceilings; the existing floor plans are attached. The building was constructed in 1978, and the third floor was added later to accommodate space needs. Repurposing the building for other uses and bringing it up to applicable codes is an alternative the Commission would be willing to consider.
