Said work and each bid submitted shall comply strictly to the specifications and instructions to bidders available on Bid Express, for use by the prospective bidder. A digital ID will be required for the bidder to submit an electronic bid. The digital ID must be set up through Bid Express. Please note that it may take up to seven (7) business days to receive the digital ID. The City reserves the right to reject any and all bids and to waive any defect in a bid which does not materially alter the contract documents.
