Renovation of a military facility in Eglin, Florida. Completed plans call for the renovation of a military facility.

1.0 SCOPE 1.1 TITLE: After hours Dormitory Key Management System for 96 CEG Dormitories 1.2 GENERAL DESCRIPTION OF WORK: The contractor shall install, deliver after hours with authorized access control dormitory key management system. Contractor shall be responsible for supplying all supervision, labor, materials, equipment, tools, and all aspects of material handling, layout, safety controls and regulation compliance to provide key management system as outlined below. These measurements serve solely as an estimate, the contractor shall verify any location and placement prior to installation. 1.3 OBJECTIVES OF REQUIREMENTS: Install, test and train staff on the key management system. System will be installed in three separate locations in buildings 833, 854 and 855. 1.4 BACKGROUND AND SPECIFIC SCOPE OF REQUIREMENT: Unaccompanied Housing (UH) currently maintain 10 buildings and 766 rooms. UH is seeking a solution to our after-hours lock out procedures in our dormitories. The current procedures when dealing with after hour lock outs with our current physical lock key system creates unnecessary efforts in the areas of manpower, budget, and security. Trusted members such as Commanders, First Sergeants, Supervisors and Airman Dorm Leaders are required to report when a member locks themselves out. This creates a loss in manpower and increase in overtime costs. In addition, it creates a safety issue while the resident is waiting for access to their room . UH is seeking to eliminate these problems by utilizing and after- hours access controlled Key Management System for our entire campus. This system must have the capability to provide authorized access to users without intervention of UH Staff. Dispensing keys for residents, 24 hours a day. System will require the use of a secure and unique PIN code to our residents, and they can retrieve their key at their convenience, at any time. System should have a physically secure computer system that operates on Wi-Fi and will not be connected to a government network. System should have its own camera system to record who is utilizing the machine. 2.0 REQUIREMENTS 2.1 TASKS, ACTIVITIES: Work required by Government - 1. Ensure contractor has access to all work areas required. Work required by Contractor -Bldg 833 1. Install one (1) electronic key box with capacity of 256 keys with system and monitor 2. System must have camera to monitor access of keys 24/7. 3. Install one electronic key box stand with ability to attach to wall. 4. Install cable management and assembly tray. 5. Install UPS to ensure for power fluctuations. 6. Include 256 cable seals with serial numbers. 7. install and train staff on proper operation of system to include upload of keys and residents. Work required by Contractor -Bldg 854 2. Install one (1) electronic key box with capacity of 288 keys with system and monitor 2. System must have camera to monitor access of keys 24/7. 3. Install one electronic key box stand with ability to attach to wall. 4. Install cable management and assembly tray. 5. Install UPS to ensure for power fluctuations. 6. Include 288 cable seals with serial numbers. 7. install and train staff on proper operation of system to include upload of keys and residents. Work required by Contractor -Bldg 855 3. Install one (1) electronic key box with capacity of 256 keys with system and monitor 2. System must have camera to monitor access of keys 24/7. 3. Install one electronic key box stand with ability to attach to wall. 4. Install cable management and assembly tray. 5. Install UPS to ensure for power fluctuations. 6. Include 256 cable seals with serial numbers. 7. install and train staff on proper operation of system to include upload of keys and residents. 2.2 PLACE OF PERFORMANCE: The contractor shall perform the services IAW the SOW at Eglin AFB, FL in 833, 854 and 855. Base entry requires an affidavit process to include SSANs and other information to be provided as a minimum two weeks in advance if technicians do not already have base access. 2.3 PERIOD OF PERFORMANCE: 120 Days from award of contract.
