Renovation of an elderly care / assisted living facility in Kingsport, Tennessee. Conceptual plans call for the renovation of a elderly care / assisted living facility.
The Kingsport Senior Center's membership growth continues to reach new record numbers year after year. The Parks and Recreation Department has lost usage of the Civic Center and other facilities, resulting in a need for additional space. Working together, the Senior Center and the Parks and Recreation Departments could meet the needs by sharing space together in a new facility. A City wide combined facility study would be the starting point of such a plan and has been requested in the planning portion of this request. Bringing together the needs of both groups would create a place that would be utilized from sun up to well past sun down, and would save expenses by having everything under one roof. Two facility studies have showcased the need for a major renovation or a new facility for the Senior Center, and the Parks and Recreation Departments Master Plan identified the need for additional community centers. The Senior Center studies were conducted around 10 years ago and the membership has grown by over 1500 since that time. The need to have a solution to the facility needs of the Senior Center membership and Community Center space continues to grow every year. This combined concept is on display in our neighboring city. The Johnson City Memorial Park Community Center began with the need for a new Senior Center Facility. The city saw the benefits of enlarging the project and planning for its combined use. A combined facility would meet the needs of Kingsport residents both young and old for many generations to come. As of February 2, 2026, this project is included in the City of Kingsport's FY 2025-2029 CIP. Information regarding a design firm and the general contractor selection timeline has not been disclosed. A firm construction timeline has not been released. *Project information has been obtained through a public capital improvement plan (CIP). A CIP is a financial schedule for short- and long-range projects which is updated regularly. Information listed in the CIP often evolves based on funding availability and the project details, including timeline and value, are subject to change.
