The University of Alberta (U of A) owns, operates and maintains an extensive District Energy System (DES) that includes a Heating Plant (HP), two Cooling Plants (CP), over 10 km of underground services corridor and an electrical utility system. The electrical utility utilizes two 15kV substations, 22 sectionalizers, and nearly 80 km of cabling to distribute power imported on six dedicated feeders from EPCOR, as well as power generated on site from two natural gas fired Steam Turbine Generators (STG1 and STG2). The U of A electrical utility system provides power to the Walter C. Mackenzie Hospital, the Cross Cancer institute, the Blood Bank and all U of A buildings. The Electrical Utilities group for the University of Alberta is replacing 41 protective relays associated with its two 15kV Substations (the Norths Switching Station (NSS) and the South Switching Station (SSS). TIMELINE: The University of Alberta Utilities department is seeking a qualified and experienced Engineering Consultant to participate in the design, sizing, selecting, programing and installation of new GE Multilin 8 series protective relays, GE Multilin G500 and all associated connections to make fully functional. These relays and associated G500 are for the two 15kV substations, the NSS and SSS. These two substations supply power to ALL buildings, plants and medical facilities in the DES system on North Campus. The G500 has been received and all remaining relays are expected to be delivered in mid August. There is a significant upgrade underway for the electrical power system for both U of A electrical Utilities facilities as well as EPCOR Garneau substation that is creating schedule requirements. The Consultant is advised that the Electrical Utility System MUST remain operational during the design and the installation process. The method of Contractor Selection has not been Determined at this time.
