Deadline for Questions: October 3, 2023 at 4:00 PM. The Town of Westford seeks to secure space planning and capital needs assessment services to conduct an evaluation of the workspace, public areas, storage, ancillary spaces in each of its facilities. The study will also determine potential needs and analyze space optimization for the purpose of improving efficiencies, modernizing the design to meet the needs of current and future employees, and to develop workspace that is aligned with the Town's mission and goals. This Request for Proposal (RFP) includes, but is not limited to, the following: o Review and analyze current workspaces and flow to identify any efficiency and costeffective layout alterations that may provide space for current and future employees for the purpose of deferring additional major construction activity. o Staffing-based approach employs evidence-based, industry standards to estimate the total square footage required for operations. o Program-based approach uses program elements to identify facilities that support similar functions in other jurisdictions as a reference for estimating space needs. o Review of automation, electronic, or other techniques which may serve to provide efficiency of file/storage space with a cost-benefit analysis. o A facilities 10 year capital plan o The following Town Owned facilities are to be included in the proposed scope of work: o Town Hall- 55 Main Street o Police Department- 53 Main Street o Center Fire Station- 51 Main Street (limited scope of work) o Technology Department- 1 East Prescott Street o Facilities Garage- 30 Beacon Street o Highway Building -28 North Street o Roudenbush Community Center- 65 Main Street o Frost School- 73 Main Street o Old Nab School- 270 Plain Road . Proposals received after the deadline will be returned unopened. Postmarks will not be considered. It is the sole responsibility of the applicant to ensure that its proposal arrives on time at the designated place. Electronic or fax qualification packages are unacceptable. Proposals should be clearly marked: "Attn: Space Planning and Capital Needs Assessment". B. Questions must be submitted in writing to the Town Manager's Office at the address above. Questions may also be emailed to tmaa@westfordma.gov. All questions must be submitted by 4:00 PM on October 3, 2023. Written responses to questions will be emailed to all parties who has registered for and obtained copies of the request for proposal document. D. All materials submitted in response to this Request for Proposals become the property of the Town of Westford. The applicant takes full responsibility for any associated costs with the development or preparation of any responses to this Request for Proposals. E. The consideration of all proposals and subsequent selection of the successful applicant will be made without regard to race, color, age, handicap, religion, political affiliation, and/or national origin.
