This is a SOURCES SOUGHT announcement; a market survey for information only, to be used for preliminary planning purposes. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. Respondents will not be notified of the results of the evaluation. The U.S. Army Corps of Engineers - Galveston has been tasked to solicit for and award Houston Ship Channel Bayport to Morgans & Bayport Ship Channel Hopper Dredging, Chambers & Harris County, Texas. Proposed project will be a competitive, firm-fixed price, Stand-Alone contract procured in accordance with FAR 14, Seal Bidding process. The type of set-aside decision to be issued will depend upon the capabilities of the responses to this synopsis. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of industry, to include the Small Business Community: Small Business, Section 8(a), Historically Underutilized Business Zones (HUB-Zone), Service-Disabled Veteran-Owned Small Business (SDVOSB), and Women-Owned Small Business (WOSB). The Government must ensure there is adequate competition of responsible firms. Small business, Section 8(a), HUBZone, SDVOSB and WOSB businesses are highly encouraged to participate. Please NOTE this solicitation WILL require offerors to enter a National Institute of Standards and Technology (NIST) score in the Supplier Performance Risk System (SPRS) prior to responding to this solicitation. The NIST score is a responsiveness item. Bids/offers from contractors with a NIST score in SPRS will be considered responsive and evaluated/considered for award. Those without a NIST score in SPRS will be deemed NON-RESPONSIVE and thus not evaluated/considered for award. The Government is seeking qualified, experienced sources capable of performing Hopper Dredging of the main stem Houston Ship Channel between Bayport and Morgan's Point, and Options for the Bayport Channel (including Flare and Turning Basin) in Chambers and Harris County, Texas. Material will be hauled to the Ocean Dredged Material Disposal Site (ODMDS). In accordance with FAR 36/DFARs 236, the estimated construction price range for this project is: Between $25,000,000 and $100,000,000. Estimated duration of the project is 210 calendar days. 120 days for Options. Minimum capabilities required include experience as a prime contractor, hopper dredging deep draft navigation channels, at least 20,000 CY per day, and should be familiar with the traffic conditions on the Houston Ship Channel. Minimum equipment required include Hopper Dredge. All construction performance must be in compliance with the USACE Safety and Health Requirements Manual, (EM 385-1-1, and must also comply with all Federal, State and local laws, ordinances, codes and/or regulations. The North American Industry Classification System code for this procurement is 237990 which has a small business size standard of $37,000,000.00. The Product Service Code is Z1KB. Small Businesses are reminded under FAR 52.219-14, (Deviation 2019-O0003), Limitations on Subcontracting. Firm will not pay more than 85% of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count toward the 85% subcontract amount that cannot be exceeded. Large Businesses must comply with the FAR 52.219-9 by submitting a Small Business Subcontracting Plan should this action be solicited as Full and Open Competition and an award is made to a large business firm. For Dredging procurements, to be considered small for purposes of Government procurement, a firm must perform at least 40% of the volume dredged with its own equipment or equipment owned by another small business dredging concern. Prior Government contract work is not required for submitting a response to this announcement. Firm's response to this Synopsis shall include the following information: 1. Firm's Joint Ventures (existing), including Mentor Protégés and teaming arrangement information is acceptable. 5. Firm's capability to perform the magnitude and complexity outlined above or comparable work performed within the last five (5) years. 6. Brief description of each project, customer name, and dollar value of the project - provide at least three (3) examples. 7. Firm's Bonding Capacity (Bid Bond- 20% of total bid amount), Performance and Payment Bond (100% of the contract amount) bonding lever per contract and aggregate construction bonding level, both expressed in dollars. Firms responding to this announcement, who fail to provide ALL required information requested and outlined above, may be excluded from further consideration in the review and analysis for acquisition strategy determination. Anticipated solicitation issuance date is on or about February 2024, and the estimated proposal due date will be on or about March 2024. Estimated award on or about date is April 2023.
