Demolition, site work and asbestos abatement for a residential development in Lawrenceville, Georgia. Completed plans call for the demolition of a residential development; for site work for a residential development; and for asbestos abatement for a residential development.

Demolition and Asbestos Removal of 294 and 302 W Pike St. A five percent (5%) bid bond, a one hundred percent (100%) performance bond, and a one hundred percent (100%) payment bond must be furnished to City of Lawrenceville for any bid as required in bid package or document. Bids are legal and binding upon the bidder when submitted. The City of Lawrenceville reserves the right to reject any or all quotes, to waive technicalities, and to make an award deemed in its best interest. o 294 W Pike Building(s) Information: The subject property is developed with a two-unit (Units A & B) residence and an outbuilding. The residence is constructed on a concrete block crawl space with a superstructure of wood framing supporting a pitched, asphalt shingle roof. The exterior is finished with vinyl siding installed on top of wood lapboard siding. Interior finishes include carpet, linoleum/sheet vinyl, and hardwood floors; gypsumboard or wood paneled walls; and gypsumboard ceilings with a textured finish. Older beadboard ceilings were observed during our inspection of the attic. The residence is equipped with two kitchens, two living rooms, four bedrooms, and three bathrooms. According to the Gwinnett County tax assessor, this building was constructed in 1900 and encompasses approximately 2,450 square feet (SF). A separate outbuilding is located behind the residence and is situated on a concrete block crawl space with a wood superstructure and a pitched asphalt shingle roof. The exterior is finished with painted fiberboard siding, and interior finishes include carpet or sheet vinyl flooring; gypsumboard walls, and gypsumboard ceilings with a textured finish. According to the tax assessor, this building was built in 1850 and encompasses approximately 672 SF. o 302 W Pike Building(s) Information: The subject property is developed with a single family residence and an outbuilding. The residence is constructed on a concrete block crawl space with a superstructure of wood framing supporting a pitched, asphalt shingle roof. The exterior is finished with vinyl siding installed on top of wood lapboard siding. Interior finishes include carpet, linoleum/sheet vinyl, and hardwood floors; gypsumboard walls; and gypsumboard ceilings with a smooth finish. Older wood slat ceilings were observed above the gypsumboard ceilings during our inspection of the attic. The residence is equipped with a kitchen, living rooms, four bedrooms, and two bathrooms. According to the Gwinnett County tax assessor, this building was constructed in 1913 and encompasses approximately 1,424 square feet (SF). A separate outbuilding is located behind the residence and is situated on a concrete slab foundation with a wood superstructure and a pitched metal roof. The exterior is finished with painted fiberboard siding, and interior finishes include bare concrete and sheet vinyl flooring; wood panel walls and ceilings. According to the tax assessor, this building was built in 1930 and encompasses approximately 500 SF. o 294 W Pike Building(s) Asbestos & Lead Paint Survey Summary: Chrysotile asbestos was found greater than one percent in the following materials: o Drywall joint compound on wall and ceiling assemblies in Unit B of the residence; and o Old electrical wire insulation throughout buildings (assumed) The following paint samples were found to contain concentrations of Lead greater than 0.5% by weight: o White paint on exterior wood siding (beneath vinyl siding), trim, and windows of the residence; and o Cream paint on beadboard ceiling (above the gypsumboard ceilings, accessed from the attic) o 302 W Pike Building(s) Asbestos & Lead Paint Survey Summary: Chrysotile asbestos was found greater than one percent in the following materials: o Roofing tar on the chimney flashing. Note that there are two chimneys and tar on both chimneys should be handled as ACM; and o Old electrical wire insulation throughout buildings (assumed) The following paint samples were found to contain concentrations of Lead greater than 0.5% by weight: o Dark yellow paint on exterior wood siding (beneath vinyl siding), trim, and windows of the main residence The work to be performed by the Contractor consists of but is not limited to the following major items: o The contractor shall set up a pre-construction/award meeting with the Project Engineer prior to any construction activity. o All improvements must be completely demolished and removed from their present site. All the building structures, power poles, asphalt/concrete paving, concrete footpaths, driveways, footings, septic tanks (if any), debris, junk and trash removal, trees & shrubs and if necessary, fencing as instructed by the Project Engineer. o Install heavy duty safety fence (4ft tall minimum) and silt fence (Sediment Barrier - Type S) around demolition perimeter or as instructed by the Project Engineer. Contractor to remove fences once ground is stabilized by new seed. o Basements & crawlspaces must be graded, back filled & compacted, and sloped in such a manner that the site does not retain water and is acceptable to the Project Engineer. o All demolition debris must be removed and disposed of properly in an appropriate landfill or recycled in accordance with the provisions of the Georgia Comprehensive Solid Waste Management Act of 1990 and the Georgia Rules for Solid Waste Management Chapter 391-3-4. o Backfill basement (if any) and all disturbed areas with good dirt compacted to min 95%. The end result of the demolition areas needs to be that the area has a smooth flat slope and drains well. o Erosion control shall be installed around disturbed perimeter or where necessary or as directed by the Project Engineer. o Basements & crawlspaces (if any) must be graded, backfilled & compacted, and sloped in such a manner that the site does not retain water and is acceptable to the Project Engineer. o Driveways to remain shall be cut at the R.O.W line or as indicated on the drawings. o All concrete, steel tallies, and staircases shall be completely removed before filling with clean soil and must be filled to the ground line or grade and sloped in such a manner that the site does not retain any storm water. o All existing lateral sewer lines not in use shall be demolished and plugged at the property line or at the manhole at the lower side of the property line. All sewer connections shall be covered with wire mesh and filled with cement completely sealing off all sewer at the R.O.W. or property line. o All storm structures if any shall remain undisturbed and kept clean from any debris during and after the project is completed. o All earthwork operations shall comply with requirements of OSHA construction standards, part 1925, subpart "P", excavations, trenching and shoring, and subpart "O", motor vehicles, mechanized and equipment, and marine operations, and shall be conducted in a manner acceptable to Engineer. o Fill materials shall be spread evenly in horizontal layers, compacted, and shall be smoothed out. o The contractor shall thoroughly familiarize himself with all existing site conditions by site visitation, detailed review of all current site plans, previous information or surrounding land uses and zoning conditions or other materials to fully ascertain the scope of the work implied. o The contractor is responsible for all earth quantities, grading operations, and miscellaneous hauling and/or disposal operations to render the site to the final contour and grade elevations. o Fill required shall be furnished, installed, and compacted as part of the contractor's base quote o If "excess" cut is generated the contractor shall haul the material to an approved area of The City of Lawrenceville property or hauled it off-site at no additional cost to The City of Lawrenceville. o The contractor shall limit construction operations to the project site and within the limits of the easements or property lines and shall protect adjacent properties and property of The City of Lawrenceville from encroachment by soil erosion. o The contractor shall call in for utility locates before any construction work. Contractor to make sure the site is safe for construction prior to start any construction work. o The removal of abatement of asbestos shall be done in a manner that meets all Federal and State requirements, and disposal at a facility approved by the Georgia Department of Natural Resources. The National Emissions Standards of Hazardous Air Pollutants (NESHAP) regulation requires that before the demolition/renovation of public and commercial buildings, an asbestos survey must be completed to identify the location of any ACM. (see the Asbestos and Lead Paint Inspection Report attached) o The Contractor should be aware that NO on-site burning will not be permitted under any circumstances, nor burial of anything/debris will not be permitted. o The Contractor agrees to indemnify and hold harmless the Owner and the City from any claims in connection with the removal of hazardous material contained with the improvements to be removed and to furnish an executed "Certificate of Compliance" with the payment invoice. Contract payments and bond releases (if applicable) will not be processed until the "Certificate of Compliance" has been received. o Failure to properly include handling and disposal of suspect materials in the contractor's cost submittal will not constitute grounds for adjustments to this contract.
