The University intends to select up to six firms. Contract time shall be for four years with possibility of two one-year extensions, and a not-to-exceed fee including reimbursables of $5 million for each selected firm. Fees will be negotiated based on specific project requirements. Each selected firm will be expected to sign a $1 million blanket Professional Services Agreement for pre-design services such as planning, programming, detailed cost estimating, etc., and a $4 million Executive Design Professional Agreement-Blanket for Schematic Design through Construction Phase services. Architectural services of the selected firms may include programming, site planning, cost estimating, schematic design through construction phase services. Firms may also provide peer review services as a consultant to the University's in-house design group. Projects are expected to be in the following categories: 1. Research Facilities and Laboratories 2. General projects such as Administrative, Office, Classrooms, Student Housing and Dining Space, etc. 3. Occasionally, small buildings, such as storage facilities, pre-engineered structures, office building, etc. Construction budgets are anticipated to be from $50,000 to $5 million. Firms do not necessarily need to specialize in all areas of work mentioned above to be considered. Each design team shall include an architect, licensed in State of California, as the prime consultant (Design Professional). Depending on scope of individual projects, in-house or sub-consultants may be required for civil, landscape architecture, laboratory planner/designer, structural, mechanical (HVAC, plumbing and fire protection), electrical and telecommunications engineering, building codes, cost estimating, LEED/sustainability consulting, and other specialty consulting services. Firms responding to this RFQ must have significant and successful experience in providing the services above and have extensive experience in the management and delivery of various construction projects, particularly with smaller budgets, phased-occupied construction within a higher education setting. The key attributes that the University is seeking are consultants who can assign staff with strong technical expertise for fast-paced renovation work in the university environment along with excellent communication and organizational skills. Some projects may contain state or federal funding, and firms will be required to comply with funding agencies' requirements such as being familiar with National Institute of Health (NIH) and other agencies' requirements, and compliance with federal DBE requirements. The successful consultant and its sub-consultants will be required to follow the nondiscrimination requirements and to pay prevailing wage at the location of the work if applicable *The value for this project is based on a financial range.
