The City of Trinidad seeks a qualified individual or firm to perform exterior rehabilitation and stabilization of certain portions of the Fox West Theater at 423 West Main Street, Trinidad, Colorado. Designed by the famous Rapp Brothers firm of Trinidad, groundbreaking on the Fox West Theater began in 1907 and the theater opened in March, 1908. To ensure proper rehabilitation of this historic building, the following documented requirements must be met and submitted with the respondents proposal: Demonstrated experience with similar work performed in compliance with the Secretary of Interiors Standards for Rehabilitation, with at least 3 examples in the past 5 years. Demonstrated experience providing similar services for municipal jurisdictions, with examples. Demonstrated experience providing similar services for an historic theatre building in Colorado. Current resume for the individual that will be responsible for directing, overseeing or otherwise performing the work. Cost of Work Proposal to complete the work per the Scope of Work diagram. Scope of Work The contractor will be expected to complete the following A. Masonry Stabilization The masonry stabilization of the building envelope will be in accordance with the Secretary of Interiors Standards for Rehabilitation and follow the guidelines established by the National Park Services Preservation Briefs 2: Repointing Mortar Joints in Historic Brick Buildings. The masonry stabilization work will include the following: Erect scaffolding; Repoint dentils and corbels; Replace brick caps and sills; Repair cracks in concrete; Repoint brick; Replace brick; Install new angle iron for non-arched windows (then reset brick); Repoint and reset brick arch brick; Repair cracks with helifix bars; Repoint roll arches; Repoint arches at parapet; Clean water damage; Patch grout concrete ledge; Crack stitch as necessary with helifix bars; and, Install new brick at arch. B. Through-Wall Flashings / Scupper Repair Repair or replace through-wall flashing where necessary; Repair scuppers where necessary. C. Iron Re-Anchoring Inspect anchors at iron ladders, standpipes, stairs, and balconies; Install iron anchoring system with sheaves/shims as needed; Identify and document anchors needing replacement in future phases. Proposal Contents All proposals should adhere to the specified scope described by this RFP. The responding party should include any information that he/she feels will enable the evaluators in making a decision. A statement of qualifications, size of firm, services provided by the organization, and extent of previous experience must be included. Please also include at least three business references for which you have recently provided similar services. Include contact names, titles, phone numbers and e-mail addresses for all references provided. Selection Process Proposals will be evaluated based on the criteria listed below. Proposals will be evaluated by City Staff, who will forward the top proposal to City Council for potential award. Any individual bringing forth a proposal may be subject to appear in a council meeting to present, explain, and answer any questions regarding your proposal. Selection Criteria Proposals will be rated on the following criteria: Qualifications and experience of the firm; Proposed approach, including clarity of understanding the scope of services to be provided; Demonstrated history of successfully performing related services to comparable entities; Cost of the services described by this RFP and the value provided to the City. The evaluators may consider any other criteria it deems relevant and is free to make any recommendations it determines are in the best interest of the City. The City reserves the right to select proposals other than those with lowest costs. The City may accept the proposal that demonstrates the best abilities and qualifications to meet the needs of the City. The City additionally reserves the right to accept or reject any or all proposals or portions thereof without stated cause. The City of Trinidad reserves the right without prejudice to reject any or all proposals, to waive any informalities or minor irregularities in proposals, and to accept the proposal deemed to be in the Citys best interest.
