As a matter of responsiveness, bidders that intend to subcontract work on the resulting project must commit at least 50% of the value of the subcontracted work to businesses certified as Small, Women-owned, and Minority-owned businesses (SWaM) by the Virginia Department of Small Business and Supplier Diversity; if the bidder is unable to meet the 50% subcontracting requirement, then the bidder must provide documentation showing, with specificity, good faith efforts undertaken to meet the 50% SWaM-certified subcontractor participation requirement. The work includes The City of Virginia Beach's Department of Public Utilities (City) has determined that their steel water meter vaults located at the Oceanfront are corroding and need to be replaced. The vaults are generally located along Atlantic Avenue between the 19th Street and 29th Street at the Oceanfront. The meter vault replacement will be performed in several phases and work under Phase 2 of this project consists of replacing 42 of the existing vaults. The existing vaults are not all standard manufactured size vaults. Non-standard steel size vaults will be replaced with larger, standard sized composite vaults. Vaults will be installed in a manner that does not disturb or damage existing piping, utilities, and structures. Vault locations and sizes are summarized on the construction drawings for this project. The scope of work under this phase of the project includes mobilization of equipment and personnel, demobilization, removal of existing meter vaults, site demolition, excavation and backfill, installation of new meter vaults, removal and replacement of sidewalk (material and labor), traffic control, test pits, utility coordination, removal and replacement of plants/landscaping, and site restoration as necessary to provide a complete vault installation as shown in the contract drawings. Contractor shall verify the type of material, dimensions, locations, depths, and size of all meter vaults listed in the contract documents prior to installation. Contractor is responsible for restoring disturbed areas to their original condition or as shown on the construction drawings.
