All questions shall be submitted by E-mail. Questions will be answered no later than 10 days following receipt. Unless otherwise stated, all questions will be routed through the Contracting Officer and the Contracting Officer Representative 1. Gate Replacement : Remove the existing gate and operator, disconnecting all associated electrical and plumbing connections. Install new gate and operator, ensuring proper alignment and adjustment. Test the new gate and operator to ensure they are functioning correctly, including proper alignment and closure rate. The objective of this project is to replace the existing cantilever gate, and operator, ensuring its continued efficient and reliable operation. The new components will be installed to meet all safety, regulatory, and operational requirements. 1. PURPOSE: This is a Combined Synopsis/Solicitation Notice for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation/notice; responses/quotes are being requested, further written solicitation will not be issued. This solicitation will be posted to the sam.gov web- and will exclusively be set aside for Small Businesses. The Wyoming Army National Guard is issuing this combined synopsis/solicitation as a Request for Quote using FAR Part 12, Acquisition of Commercial Item, & FAR Part 13, Simplified Acquisition Procedures. The North American Industrial Classification System (NAICS) code for this procurement is 237990, with a small business standard of $45M. The Government intends to award a Firm Fixed-Price Commercial Award. INSTRUCTION TO OFFERORS: To assure timely and equitable evaluation of quotes received, offerors must follow the instructions contained herein. Offerors are required to meet all requirements, including terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors or subfactors. Failure to meet a requirement may result in an offer being ineligible for award. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale. The response shall consist of two (2) separate parts; Part I - Price, and Part II - Technical Capability ,Specific Instructions: a. PART I - PRICE - Complete pricing showing total costs of all items listed in paragraph 2, to include shipping, installation, and removal and disposal of old gate system. b. PART II - Technical Capability - Items must meet required specifications as stated in "Attachment 1 - Statement of Work". 2. BASIS FOR AWARD: This is a Lowest Priced Technically Acceptable (LPTA) award. All technically acceptable offers shall be treated equally except for their prices. Failure to meet a requirement may result in an offer being determined technically unacceptable. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale. The evaluation process shall proceed as follows: Initially, offers shall be ranked according to price, including any option or additive item prices if applicable. a. Technical Acceptability. The Government shall evaluate the technical proposals on a pass/fail basis, assigning ratings of Technically Acceptable, or Not Technically Acceptable. The proposals shall be evaluated against criteria listed under section "PART II - Technical Capability" of paragraph 5 above. b. Price Evaluation. The Government shall evaluate price in order to determine reasonableness and affordability of the overall total evaluated price. 3. The Government reserves the right to make an award without discussions. The Government, however, reserves the right to conduct discussions if deemed in its best interest. 4. All contractors are required to have an active registration in System for Award Management (SAM).
