Grays Harbor County (County) is interested in entering into a professional services contract with a consulting firm to provide task based structural engineering services. The contract will be for one year from the execution date with an option to extend it for additional time or money if necessary. Interested bidders should submit a proposal stating their ability and availability to complete work in accordance with this Request for Qualifications (RFQ). The County reserves the right to amend the terms of this RFQ to circulate various addenda, or to withdraw the RFQ at any time, regardless of how much time and effort bidders have spent on their responses. 1. Scope of work . Anticipated work involves structural design and investigations on existing and newly constructed bridges. The successful bidder must be able to react quickly to assigned projects, which have been advanced in the County production schedule or have short-term deadlines. Tasks include, but are not limited to: (a) Load Rating (b) Bridge Inspection (c) Fracture Critical Inspection (d) Bridge Repair Design In general, the County will work with the successful bidder on a task assignment basis to determine the types of services required on a project. 2. Evaluation criteria . Submittals will be evaluated and ranked equal weight for the following criteria: (a) Staffing expertise consistent with contract needs 25% (b) Past experience with similar types of work 10% (c) Performance evaluations by Grays Harbor County and other government agencies 10% (d) Demonstrated ability to meet schedules and commitments given by key staff personnel 10% (e) Resources the bidder has available and proposes to use on projects, including specialty inspection equipment 20% (f) Demonstrated availability and response time 25% 3. Submittal. Interested bidders must provide a statement of qualifications, experience, and extent of involvement for the assigned personnel on similar projects. The proposal must (a) include the project name, description, and contact information for each project; and (b) be limited to eight (8) pages, double sided if needed. 4. Americans with Disabilities Act information. In accordance with Section 504 of the Rehabilitation Act (Section 504) and the Americans with Disabilities Act (ADA), the County commits to nondiscrimination on the basis of disability in all of its programs and activities. In accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252,42 U.S.C. 2000d to 2000d-4) and the Regulations, the County notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
