This is a service / maintenance or supply contract in Irving, Texas. Contact the soliciting agency for additional information.

The intent of this contract is to award a contract for backflow device testing for various locations throughout the City of Irving. There are approximately 300 backflow devices requiring testing annually. The majority of the devices are 3/4 ", 1" and 2" Double Check Valve Assemblies (DCVA) used for irrigation backflow protection, with a few larger devices on park sites with sizeable systems on city owned property domestic lines. There are some Reduced Pressure Zone (RPZ) devices utilized for high hazard areas, such as food service concessions. There will be NO fire line testing as part of this contract. Currently, the City of Irving Water Utilities Department notifies the Parks and Recreation Department when devices are due for testing. The due dates are currently determined by installation dates. Ultimately, the city would like to group them into more manageable and consistent quantities for check-ups periodically (i.e. monthly, quarterly, etc.). Until this can be accomplished, the awarded vendor shall have the capability of testing when needed, as needed, to comply with due dates. Once the Parks and Recreation Department receives these device testing notices, work orders shall be submitted by email to the awarded vender. The awarded vendor shall, within 24 hours, respond with time and date schedule to facilitate device testing. Upon completion of the backflow device tests, the test results shall be delivered to the Parks and Recreation Department assignee. Test results shall be completed and delivered at least 24 hours prior to the due date noted on the Water Utilities notice. While most devices in this contract have been tested previously, some may require some excavation to expose test cocks. Any excavation required to expose test cocks shall be the responsibility of the awarded vendor. Upon test completion, the awarded vendor shall make sure that brass or plastic test cock plugs are reinstalled. If they are missing, the awarded vendor shall install plugs as part of this contract. Many of the systems are located on the medians or right-of-ways throughout Irving. Minimal safety standards for working in these locations require all staff to wear safety vests. Parking vehicles on the medians or rights-of-way is prohibited. Blocking traffic flow is prohibited. A traffic safety plan must be submitted to the Parks and Recreation Department, for approval by the Traffic and Transportation Department, if servicing the device necessitates parking in a turn lane.
