The contractor shall be subject to reimbursement to the owner of liquidated damages in the amount of fifteen hundred dollars ($1500.00) per consecutive calendar day per field, if any field fails to be substantially complete by the dates specified. Bids shall be accepted only from contractors who are licensed by the Louisiana State Licensing Board for Contractors for the classification of Building Construction. The owner reserves the right to reject any and all bids for just cause.
