Reference Number 0000256123 Question Acceptance Deadline 2023/10/03 02:00:00 PM EDT The intent of this Study is to provide PortsToronto with adequate information for decision-making on the preferred option to comply with Transport Canada's regulatory requirement for the establishment of runway end safety areas for Runway 08-26. The Study will also help define the scope of subsequent engineering and construction services based on this preferred compliance option. This study will use information from the 2018 Airport Master Plan, plus the background information available to-date on the subject of RESA, and define the framework for further development. The subsequent phases, which are not a part of the scope of this Study, will include preliminary and final design, impact assessment and construction and commissioning of Runway 08-26 RESAS at YTZ. The subsequent impact assessment will take place concurrently with the preliminary design phase. Over the course of the Study and to achieve the ultimate intent of this Study, the Successful Respondent will review information from the 2018 Airport Master Plan and background information available and assess feasibility of the following RESA implementation alternatives: 1. Alternative 1: Reduction in declared distances; 2. Alternative 2: Graded, compacted and paved surface beyond thresholds; 3. Alternative 3: EMAS implementation; and 4. Alternative 4: Constructed RESA (see Section 4.2.5 for additional sub- alternatives to Alternative 4); For each alternative listed above, the Successful Respondent will analyze, evaluate and report on the following elements: a. Compliance with Transport Canada's RESA requirements and feasibility of implementation; b. Potential duration for implementation that would include time for engineering design, environmental assessments, construction, and commissioning: c. Budgetary estimate (Class D construction cost estimate, design and construction inspection costs, impact assessment and permitting costs; d. Operational impacts during construction; e. Impacts, if any, on Marine Exclusion Zones (MEZ); f. Construction procurement and methodology, such as seasonal construction limitations, wildlife impacts and restrictions for building in the water, accessing the airport and resulting community impacts, and the operational requirement to keep the runway open between 7 a.m. and 11 p.m. all days except Saturday when it must be kept open until 10 p.m.; g. Required permits and processes for construction; h. Any potential environmental (or other) advantages and disadvantages / risks / opportunities, including to aquatic habitats; and i. Maintenance practices and costs (e.g., special equipment for EMAS, ice management, etc.).
