NBU reserves the right to refuse and reject any or all proposals, waive any or all formalities or technicalities, accept the proposal or portions of the proposal determined to be the most advantageous to NBU considering the relative importance of price and the other evaluation factors included herein, and hold the proposals for a period of 120 days without taking action. Respondents are required to hold their proposals firm for the same period of time. All questions regarding this RFP shall be submitted electronically by emailing purchasing@nbutexas.com NBU shall accept requests for additional information or clarification concerning this RFP on or before 4:00 PM CT, October 3, 2023. NBU shall not answer any questions submitted after 4:00 PM CT, October 3, 2023. NBU shall have a reasonable amount of time to respond to questions or concerns regarding the RFP. NBU intends to respond to all questions; however, NBU reserves the right to decline to respond to a question or concern. NBU reserves the right to reject any and all proposals and/or to waive any or all formalities or technicalities.
