The U.S. Army Corps of Engineers, St. Paul District, has a requirement for construction of the Oxbow, Hickson, & Bakke (OHB) Ring Levee portion of the Fargo-Moorhead Metropolitan (FMM) Area Flood Risk Management Project, Cass County, North Dakota. The OHB Ring Levee's function is to reduce the risk of flooding to the three OHB communities and is located in the upstream staging area of the FMM Southern Embankment.
