The City of Apopka (City), as a political subdivision of the State of Florida, is seeking a statement of qualifications from firms qualified to provide Professional Architectural Engineering Services for the design and construction of a new Public Safety Facility and related site improvements. The purpose of this Request For Qualifications (RFQ) is to select the most highly qualified firm(s) to provide the requested services. It is anticipated that one (1) firm will be awarded a basic contract to provide the necessary services for the project's duration. All qualified firms or persons shall have current licenses as required under the State of Florida for the provision of services to the City of Apopka. The City's planned Public Safety Facility shall be comprised of five primary programmatic elements which are defined as (1) joint-use Public Access Areas and Information Technology, (2) Police Department Headquarters, (3) Fire Department Administration, (4) Fire Station #1, and (5) Facility Services and Support. The existing site footprint is approximately 3.2 acres with other required site development features such as public parking, secured staff parking, and the central utility plant that will house the facility's emergency generator(s), associated fuel tanks and pumps, and the HVAC (heating, ventilation, and air conditioning) systems. This RFQ is subject to the "Cone of Silence" imposing certain restrictions on communications concerning the RFQ process as described in the specifications of the RFQ Package. Apopka is the second largest city in Orange County, with a population of 58,293 and area of 35.5 square miles. Apopka has two hometown newspapers: The Apopka Chief and The Planter. From its agricultural roots, the community has emerged as a widely diverse business center, with businesses ranging from laser technology to electronic components for wireless communications. Numerous builders and developers are in the process of developing lots for future commercial and residential use. Yet, in the midst of rapid growth and development, Apopka has remained a good steward of the environment. Just three miles northeast of town is the Wekiva Springs State Park, and six miles to the north is Rock Springs (Kelly Park). These combined parks total approximately 40,000 acres of unspoiled natural surroundings, with over 85 million gallons of clear spring water flowing daily. The City of Apopka is seeking the services of qualified professionals to provide architectural/engineering services required for the design and construction of a new Public Safety Facility. The construction budget is approximately $60,726,741 with a construction duration estimated at 16-18 months. The project is to be constructed by a Construction Manager/General Contractor (CM/GC) firm under a separate contract with the City. All structures shall be designed to meet all essential building requirements of the Florida Building Code. Inquiry Deadline:October 11, 2023, 3:00pm The median age of the City's residents is 37.3 years and 27.5% have a bachelor's degree or higher. Median household income is $66,057, which is higher than that of other Florida cities. It is estimated that only 21% of the population lives and works in Apopka with the majority commuting on average 31.1 minutes to work. The City operates under a strong Mayor-Council form of government consisting of a five member City Council. The City Council is responsible for establishing policy, passing ordinances and resolutions, adopting the budget, and appointing committees, among other duties. The Mayor is responsible for overseeing the day-to-day operations of the government. The City Council is elected on a non-partisan basis. City Council members serve four year staggering terms, with two council members elected every two years. The Mayor is elected to serve a four year term.
