The City of Atwater ("City") Planning Division is requesting professional planning services from qualified firms ("Consultant" or "Respondent") to provide professional city planning services for the Community Development Department ("Department"), Planning Division ("Division"). The City requests written responses from Respondents to this Request for Qualifications ("RFQ") for the following services: as-needed planning services associated with one or more proposed projects, including but not limited to, general planning-related development and land use project review, site visits, counter services, technical plan check for planning documents and plans, map review, conformance with Federal, State and local regulations, particularly the California Environmental Quality Act (CEQA) and general compliance with City Standards, Ordinances, and Regulations. To control costs and provide a high level of professional services to all City departments and the community, the City believes the interests of the community can be best served by using private consultants for additional City planning services. It is expected that such consultants would be able to contract available resources in response to workflow demands. Workspace will be provided for one staff member of the Consultant. A contract will be negotiated with one or more qualified entities selected during the evaluation process, and, after successful negotiations, will be awarded a Professional Services Agreement. Professional Service Agreements are set for a term of three (3) years with an option of two (2) one-year renewals. This is a qualifications-based selection in which the successful Respondent(s), based on qualifications, experience, and competitive pricing, will be awarded projects on an as-needed basis On behalf of the City of Atwater, the Division will act as the sole point of contact for this RFQ and shall administer the RFQ process.
