Renovation of a water / sewer project in Mountain Home, Arkansas. Working plans call for the renovation of a water / sewer project.
The City of Mountain Home (City) seeks the services of a qualified General Contractor (Construction Manager, CMAR) to provide pre-construction and construction services for the construction of improvements to the Wastewater Treatment Plant. The desired project delivery for the project is Construction Manager At Risk with a Guaranteed Maximum Price. Submittal packages delivered after the posted deadline will not be considered for selection. No faxed, telephone or email proposals will be accepted. PURPOSE The City is requesting Statements of Qualifications from qualified General Contractors interested in providing Construction Management At Risk services including but not limited to full pre-construction (i.e. project review, value analysis, scheduling, estimating, etc.) and construction services. ANTICIPATED SCOPE OF SERVICES The successful candidate shall be able to demonstrate experience and skills to complete the following tasks in relation to pre-construction and construction of the proposed facilities and improvements: 1. Design Phase.Project Engineer provides developed plans at 30%/ 60%/ 90% level of completion. CMAR provides the following: a. Detailed cost estimates with narrative of assumptions and clarifications. b. Schedule update. c. Bid package strategy. d. Detailed site logistics. e. Confirm progress against milestone schedule. f. Provide value analysis. g. Constructability reviews. 2. Price Guarantee. Project Engineer delivers 100% Construction Documents. CMAR provides the following: a. Guaranteed Maximum Price (GMP) Estimate. b. Finalize and formalize schedule. c. Finalize site logistics. d. Submit GMP to City and Project Engineer. e. City will review GMP and if agree, Construction Manager will issue Amendment. 3. Bid and Issue Subcontracts. a. Bid all of the trades. b. Create bid packages. c. Advertise project and publicly bid project. d. Review, analyze, and recommend bids for award. e. Construction Manager prepares subcontracts. 4. Construction Activities & Contract Documents. a. Construction Manager manages the construction of the project for City, as an open book project. All cost savings, including contingencies to be returned to the City. All work performed under this contract shall be in accordance with the terms and general conditions of the contract as modified or supplemented by any contract amendments, special conditions, or other contract documents, any addenda, and other components of the contract. b. It is anticipated that this project will utilize the EJCDC CMAR documents that apply to the Construction Manager At Risk construction delivery method. See Attachment A for Project Roles and Responsibilities. PROJECT OVERVIEW Project Site and Location The Mountain Home Wastewater Treatment Plant (MHWWTP) is located at 537 Hicks Road, Mountain Home, AR 72653. The Project will take place entirely on City-owned property. Project Scope Preliminary (30%) design for the project is completed. The scope of work includes but not limited to the following improvements: Ultraviolet Disinfection - Remove and dispose the existing chlorination / dechlorination storage and feed equipment and gas scrubber. - Construct the necessary changes to the existing contact chamber to allow for the tie in of the new Ultraviolet Disinfection System. - Construct a new UV disinfection facility fully enclosed within a building. - Install the needed electrical equipment to power the Ultraviolet Disinfection System. Headworks Screw Pumps - Installation of temporary bulkheads to assist in the individual removal of the existing screw pumps. - Install new direct drive screw pumps. - Installation of electrical equipment to power the new screw pumps. Headworks Bar Screens - Demolish the center existing manual cleaned bar screen. - Install new mechanical bar screen with heated enclosure in the north channel. - Remove south bar screen and modify the south channel for rehabilitated south mechanical bar screen with heated enclosure. - Rehabilitate the existing north mechanical bar screen with new mechanisms and heated enclosure and install in center channel. - Install bar screens washer / compactor system with bagging systems. Oxidation ditch DO Measurement and De-Nitrification Analysis - Install new DO meters and related equipment. - Connect to operations building for automatic operation. Anoxic Basin Mixers - Demolish existing anoxic basin mixers. - Install new anoxic basin mixers and supporting platforms. Final Clarifier Launder Covers - Install covers on final clarifier effluent launders. Scum Pump Stations - Remove existing pumps, piping, electrical. - Install new chopper pumps, piping, electrical. Plant Wide Electrical - Replace existing headworks area motor control center with new walk-in enclosure and electrical cable replacements to screw pumps and anoxic mixers. - Replace existing motor control center outside of Administration Building with new walk-in enclosure and electrical cable replacements to oxidation ditch aerators/mixers. - Replace existing motor control center inside of Administration Building with new motor control center and electrical cable replacements to NRRS, RAS, and WAS pumps. Install new VFD motor controls and upgrade room HVAC. - Install new HVAC in Administration Building. - Replace existing North Plant (sludge treatment) area motor control center with new walk-in enclosure and electrical cable replacements to aerobic digesters mixers and pumps. - Upgrade Oxidation Ditch operation for dissolved oxygen control with probes and electrical controls. Admin Building - Replace HVAC system. - Modify interior Electrical and Locker Area rooms. - Install dedicated HVAC for electrical room. SCADA System - New SCADA system including network hardware and operator workstation, new SCADA software with new HMI graphic screens and alarm management tools, integrated video monitoring of critical process areas, new remote notification hardware and software, and new, modern PLC hardware and application program(s). TIMELINE The City will work with the chosen CMAR and Project Engineer to develop a timeline with clear decision points for the elements/phases of the project and contract. It is the Citys intent to negotiate and enter into a Pre-construction services agreement with the selected CMAR as quickly as possible following selection of a firm. WRITTEN RESPONSE REQUIREMENTS AND FORMAT Sealed qualification packages plainly marked CMAR Services for Mountain Home Wastewater Treatment Plant 2024 Improvements Project on the outside of the mailing envelope, addressed to the City of Mountain Home, 720 S. Hickory Street, Mountain Home, AR 72653 will be accepted until 4:30 PM (local time) on Monday, October 16, 2023. Packages may also be hand delivered in the person to the City Hall Facility at the same address by the required date and time. Submittal packages delivered after the stated deadline will not be considered for selection. No faxed, telephone or email proposals will be accepted. Please limit submittals to 15 sheets of two-side, 8 x 11 pages (30 pages total) in length. Front and back covers and tabs do not count in the total number of pages. Provide six (6) copies of the submittal. Provide one (1) electronic copy of the proposal in Adobe PDF format on a readable thumb drive. WRITTEN SUBMITTAL EVALUATION CRITERIA (Total of 80 Points Available) 1) Specialized Experience & Technical Competence. (25 points) a. Experience key personnel proposed to be assigned to this project including: name & title of project manager and his/her experience with related projects. b. Information about the firms personnel resources proposed to be utilized for this project and what professions/crafts that are normally subcontracted to include: i. Expected professions/crafts that are normally subcontracted. ii. Proposed personnel resource available and description of experience. c. Prior experience with project of similar scale and similar scope. 2) Performance. (25 Points) a. Records of management team on similar sized projects with timely completion, within budget and with high quality workmanship to include: i. Ability to meet schedules and deadlines. ii. Completing contractual obligations in a timely manner. iii. Adhering to established schedules. iv. Competing all contract obligations within original budget. v. Performing work accurately. vi. Being responsive to the owners needs and accessible to the owner. b. References from clients of similar projects to include: 3-5 references from clients of similar projects, including name, title, organization, phone number and email address. 3) Capacity & Capability. (15 points) a. Current and projected workload to include: i. List of submitters current projects. ii. Demonstration that other staff commitments will not interfere with the Construction Managers ability to meet the needs of the City. b. Current maximum bonding capacity (single/aggregate) and current bonding capacity available. 4) Approach to Project. (15 Points) Description of the CMARs project management approach. 5) Proof of current licensure in the State of Arkansas. (0 points) Proposal will be rejected if CMAR is not properly licensed and classified. PROPOSAL REVIEW AND SCORING The Selection Committee will review and score all proposals received. The respondents with the highest scores will be selected to enter into the final interviews (maximum of three). The Owner will notify the finalist within five business days of their selection and date and time of the oral interviews. The Selection Committee will conduct the interviews and score the finalist. ORAL INTERVIEWS The Construction Manager will have up to thirty (30) minutes to discuss their written proposal and provide additional information to the Selection Committee. The Committee will have fifteen (15) minutes to ask questions related to the proposed project and proposal submitted. The content and scoring of the interview will be based on the criteria listed above for the written proposal. Once the final selection is determined, the City may begin to enter into final negotiations with the successful finalist for Pre-Construction Services. Nothing shall prohibit the City from entering into negotiations with other finalists if negotiations are not successful. PROPOSED SCHEDULE OF EVENTS The following schedule is provided to convey the time critical events and proposed milestones for the development and construction of this project. Qualification Submittal to City: By 4:30 pm, Monday, October 16, 2023 Interviews: Applicants will be contacted and a date scheduled for interviews. ROLE Construction Services OWNER Participate in construction Project meetings Monitor construction activities Coordination of engineering administration and observation services during construction Ensure timely responses to construction submittals (e.g., submittals, requests for information, notices, etc.) as defined in the contract CMAR Deliver constructed work Manage self-performing and subcontracted work Manage craft labor Maintain site safety and security Coordination with Design Engineer Obtain government approvals and permits for which the CMAR is responsible Provide warranty coverage for constructed work ROLE Commissioning and Startup OWNER Lead the team in the early development of the facility commissioning plan with responsibilities clearly delineated Engage meaningfully in commissioning, startup, and training activities and prepare for hand-off from CMAR CMAR Coordinate construction activities with and lead assigned testing, commissioning, startup, and training activities, coordinating with Owners O&M staff to minimize impacts Provide timely and complete submission of manufacturers equipment O&M materials
