THIS NOTICE IS ISSUED AS A SOURCES SOUGHT ANNOUNCEMENT FOR PLANNING PURPOSES ONLY. This notice DOES NOT constitute a Request for Proposal or complete package outlining the technical competencies/qualifications of the prospective contractor, nor does it represent any commitment by the Government. Since this is a Sources Sought announcement, no evaluation letters and/or results will be issued to the respondents. No reimbursement will be made for any costs associated with providing information in response to this announcement. No telephone calls will be accepted requesting a bid package or solicitation. Per Federal Acquisition Regulation (FAR) 15.201(e), responses to this notice are not an offer and cannot be accepted by the Government to form a binding contract. A formal solicitation document does not exist, and formal solicitation will not be issued by the Government as a result the response to this Sources Sought Notice. This Sources Sought Notice is being issued by the General Services Administration (GSA), National Capital Region for Design/Build Services for the Department of State (DOS). The place of performance will be the Harry S Truman Building, located at 2201 C St NW, Washington, DC 20520. This is a Repair and Alteration project which involves civil/site construction of approximately (162K) SF of streetscape (sidewalks, curb & gutter, utilities, etc.), which requires multiple phases for completion. This is a major renovation project that will replace the temporary security measures surrounding the Harry S Truman Building to provide countermeasures that will secure the building, protect employees and visitors, and improve the surrounding streetscape by creating an attractive and accessible environment for pedestrians. The project entails relocating employee and visitor screening to new security pavilions at the building entrances; providing guard booths for vehicular security screening; increasing the sidewalk widths; developing a protective barrier system; realigning curbs to address vehicular standoff distances and significant landscape improvements, including low impact development (LID) and Storm Water Management (SWM) features. The proposed perimeter security will replace temporary security barriers with permanent security measures to enhance the aesthetic appearance and pedestrian environment consistent with the civic character of the context. To satisfy these requirements GSA/DOS plans to reconfigure 21st, 23rd, C, and D street lane widths; install new curbs and sidewalks; construct a staff and visitor screening pavilion at the D Street entrance; construct staff and visitor screening pavilions at the 23rd Street, C Street, and incorporate the new NMAD Pavilion at the 21st Street south entrances; locate guard booths and vehicle barriers at the intersections of 21st and C Street, 23rd and C Streets, and 23rd and D Streets; retractable bollards at the intersection of 22nd and C Streets; build anti-ram walls, bollards, and fences along 21st and 23rd Street; add signage and striping on 22nd Street to facilitate parking; and update the landscaping. The Harry S Truman building is fully occupied and will remain so during this construction effort. Special attention needs to be taken to ensure that this modernization does not impact the DOS's operations and mission. The estimated construction cost range is $30-40 million, and Period of Performance is approximately 36 months from date of Notice to Proceed. PSC Code: Z2AA -- Repair or Alteration of Office Buildings Interested parties are invited to submit a Capability Statement to assist the government with market research and acquisition strategy planning (5-page limit). All information submitted is subject to verification. Additional information may be requested to substantiate responses. At a minimum the capability statement should include the following: 1) Name and address of your company, UEI number, and point of contact containing a phone number and email address. 2) Business size for the assigned NAICS code. In addition to the size of business, indicate any other socioeconomic designations such as 8(a), Small Disadvantaged Business, HUBZone Small Business, Service, Disabled Veteran Owned Small Business, Small Women-Owned Business, etc. 3) Please submit at least (3), and no more than (5) completed projects in the past (5-7 years) of similar magnitude and complexity. Please include the following questions and limit your response to (15) pages in total. Please provide customer names and phone numbers, timeliness of performance, and dollar values (award value and completed value) of the projects. Briefly describe any experience with security barrier features for installation and construction which includes but not limited to federal buildings. For example (barriers, bollards, security pavilions, perimeter screenings, etc.) Describe any experience with performing work in sequence to minimize disruption to building occupants, visitors, and maintenance activities. 4) Does your company have bonding capacity up to $40M. 5) If company is/will be part of a joint venture, state names of joint venture members and their business size(s). 6) Is your firm able to obtain facility secret level clearance as well as individual secret level clearances if required by the contract. 7) Briefly describe any experience with performing similar construction work within the areas of Washington DC or National Capitol Region portion of the Metropolitan area. If services are not performed throughout Washington DC, please indicate your firm's capability to do so. Responses must contain sufficient detail for the Government to make an informed decision regarding your capabilities. Respondents are advised that the Government is under no obligation to provide feedback to respondents with respect to any information submitted. No proprietary, classified, confidential, or sensitive information should be included in your response.
