The Sanitary Board of Bluefield and The City of Bluefield, WV are in the process of obtaining qualifications from consulting engineering firms interested in providing advice and services for the Union Street Sanitary Sewer Collection System Upgrade and Union Street Stormwater Collection System Upgrades (collectively, the "Project"). Project activities that will involve the selected consultant include determining, designing, bidding and inspecting needed upgrades, repairs, and/or replacements of the respective collection systems and any other necessary assets. The consultant will work with the Sanitary Board of Bluefield and staff of The City of Bluefield as well as various other professionals when required. This will be a joint project of the Board and the City to address all the sewer and stormwater needs for the residents in and around the Union Street neighborhoods. Professional services to be provided by the selected engineering firm include: (1) Construction design in accordance with all State, Federal and Local regulations that pertain to the proposed Project; (2) Preparation of bidding and contracting documents; (3) Participation in the evaluation of bids received; (4) Monitoring and inspecting construction activities on a periodic basis to ensure compliance with plans and specifications; and (5) Preparation and delivery of final "As Built" data in GIS format (shapefile, geodatabase, etc.) with data georeferenced to and assigned real-world coordinates and accompanied by comprehensive descriptive metadata. Final plans, specifications and bid documents will be completed to take advantage of the closest feasible construction season. Procurement of engineering services shall be in accordance with Federal Register 2 CFR 200 and West Virginia Code Chapter 5G. All consultants interested in being considered for this Project must submit a proposal detailing qualifications, technical expertise, management and staffing capabilities and related prior experience. All proposals must also include a list of all regulatory actions and litigation against the consultant in the last five years, a copy of the declaration page from the consultant's professional liability insurance policy and resumes of the designated Project Manager and other team members proposed by the consultant. The object of the competitive process is to objectively select the consultant which will provide the highest quality of service at a reasonable price. Accordingly, technical qualifications and experience will be weighed heavily. Selected respondents will be interviewed by the Sanitary Board Members and City Staff. The Sanitary Board and City Staff shall then select a firm from among the interviewees as provided by West Virginia Code Chapter 5G. The selected engineering firm will contract with both the Sanitary Board and the City of Bluefield. The Sanitary Board of Bluefield and The City of Bluefield will afford full opportunity for minority business enterprises to submit a show of interest in response to this invitation and will not discriminate against any interested firm or individual on the grounds of race, creed, color, sex, age, handicap, or national origin in the contract award. The Sanitary Board of Bluefield and The City of Bluefield reserve the right to accept or reject, or waive any non-compliance with the requirements contained in, any or all responses to this Request for Engineering Qualifications. Neither the Sanitary Board of Bluefield nor The City of Bluefield shall be responsible for any costs incurred by any consulting engineering firm in connection with preparing any response to this Request for Engineering Qualifications.
