You are cordially invited to submit a Bid for Snow Plowing/Hauling Services for City Streets and Parking Lots in accordance with the attached specifications, terms and conditions. Prospective respondents are advised to read this information over carefully prior to submitting a proposal. INTRODUCTION The City of Dover, NH is requesting pricing information and availability for snow plowing/hauling services for various city streets and parking lots during the 2023-2024 winter season. General information and specifications are as follows. II. GENERAL REQUIREMENTS The City of Dover reserves the right to solicit additional bid/proposals should responses to this 'Invitation to Bid' be insufficient. The City of Dover reserves the right to waive any formality, informality, information and/or errors in the proposals submitted and the right to reject any or all proposals at its discretion and to accept the proposal which will be in the best interest of the City; or to purchase on the open market if it is considered in the best interest of the City to do so. Any questions or inquiries must be submitted in writing, and, in order to be considered, must be received by the Purchasing Agent (k.cragin@dover.nh.gov) no later than seven (7) calendar days before the Request for Proposals due date and time. Any changes to the Request for Proposals will be provided to all Proposers of record. No Late, Emailed or Faxed proposals will be accepted. The City intends on offering a one winter season contract beginning November 1, 2023 through May 1, 2024 to the successful bidder(s), with the provision of two, one-year extensions, all options contingent upon satisfactory vendor performance, funding availability and mutually agreed-upon negotiated rates for said subsequent years of service. Rate increases, if any, for additional years will not exceed the Consumer Price Index (Boston). III. PROJECT REQUIREMENTS The City has numerous municipal parking lots for which it is requesting snow plowing and / or removal services. Certain lots require front-end loader work. The City is requesting per hour rates. As in the past, bids will be divided among various contractors, depending on their capability of completing snow plow / removal duties of assigned parking lots and cost. The intention is to award specific assignments to selected contractors for the entire winter season. The City will not change assignments on a storm by storm basis. However, pricing must still be provided for services on an hourly basis. The City is also interested in contracting snow plowing services for at least one of its regular street routes. The required equipment shall be either a 6 wheel or a 10-wheel dump truck, with a minimum GVW of 33,000 lbs., with power operated blade minimum length 11' and wing plow of 10' minimum length capable of "shelving", with salt/sand spreader. The intention is to award one of the regular street plow routes for the entire winter season. The City is also requesting pricing for potential street plowing with a motor-grader equipped with a 12' minimum under body blade, having the capability to clear 10' path at an angle of 37 degrees, also to have 11' minimum wing plow capable of "shelving". The City may also consider plowing of municipal water supply well sites 4x4 pick-up trucks. Trucks should be equipped with a sand/salt spreader to allow simultaneous treatment of the sites. In addition to performing normal scheduled snow removal activities, the City reserves the right to assign contractors, upon completion of their regular tasks, to other locations for snow removal assistance, as needed, depending on the severity of the snowstorm. The City may seek assistance with snow removal and clean up of city sidewalks and/or metered parking spaces. For this please provide a quote for uni-loaders (Bobcat) or similar equipment. Front bucket and machine cannot be wider than 5.5 wide. Sanding quotes will also be considered. The City will supply the salt and sand. All contractor(s) shall comply with all CDL Licensing and Drug and Alcohol Testing requirements. All contractors(s) shall be registered to do business in the State of NH with the Secretary of the State of NH.
