Notice to Proceed shall be issued at the preconstruction conference to be held within fifteen (15) calendar days of the execution of the Contract by OWNER. Should there be any reasons. why a preconstruction meeting cannot be held and/or a Notice toProceed cannot be issued within such period, the time may be extended by mutual agreement between OWNER and CONTRACTOR. If Notice to Proceed has not been issued within the fifteen (15) calendar day period or a period mutually agreed upon, CONTRACTOR may terminate the Contract without liability on the part of either party time of completion clause - 650 days The City of Port Arthur reserves the right to reject any or all bids or to waive any informalities in the bidding. Bids may be held by the City for a period not to exceed 60 days from the date of the bid opening for the purpose of reviewing the bids and investigating the bidder's qualifications prior to the contract award.
