The Jacksonville Transportation Authority (the "Authority" or the "JTA") hereby requests Qualification Proposal and Technical Proposal Construction Engineering & Inspection (CEI) Services for Horizontal & Vertical Projects. Providing contract administration, inspection, and materials sampling and testing for the construction of the JTA horizontal and vertical projects located in the Jacksonville, Florida area as further detailed in each of the Scopes of Works. This solicitation has been divided into two (2) separate options. Each option contains a defined Scope of Services. Option one (1) scope of work is Exhibit 'A" - Horizontal Projects and Option two (2) scope of work is Exhibit 'B' - Vertical Projects. It is not a requirement for Proposers to submit on both Options. The JTA will provide separate links for Proposers to upload their proposal responses for each of the options listed above and as further detailed in this solicitation. Each Option will be evaluated separately. If a Proposer elects to propose on both Options, it is requested the Proposer submit individual proposal responses. Option 1 - Horizontal:
For the horizontal submissions, there will be two (2) shortlists.
1. Large construction projects - over a value of $2,000,000 and higher.
2. Small construction projects - value of less than $2,000,000. Option 2 - Vertical:
For the vertical submissions, there will be two (2) shortlists.
1. Large construction projects - over a value of $1,000,000 and higher.
2. Small construction projects - value of less than $1,000,000. The Contract, if awarded, may require a Performance Bond, and/or a Payment Bond. Specific insurance requirements are set forth in the Solicitation package. Insurance shall be written by an insurer who holds a current Certificate of Authority pursuant to Chapter 624, Florida Statutes, and who has a most recently published rating by A.M. Best & Company of "A-" or better. Proposers must provide proof that the minimum insurance requirements can be met before Contract execution All Proposers are hereby notified that the DBE requirements of 49 CFR Part 26 apply to this Solicitation. The DBE participation goal for the Contract is 30% race conscious. Deadline for Questions Monday, September 25, 2023 @12:00PM (EDT) Response to Questions via Addendum Friday, September 29, 2023, by 5:00PM (EDT) All DBE questions received shall be forwarded and addressed by Ken Middleton at DBE1@jtafla.com or 904-598-8728. This includes questions related to certification or assistance with finding certified DBE's to partner with The Contract term shall be for a two (2) year base with two (2) additional two (2) year options to renew. The Contract shall commence upon the Authority's issuance of a Notice to Proceed (NTP). The method of Contractor Selection has not been Determined at this time.
