Bids will be on the basis of unit prices as listed on the Bid Form, and must be submitted using the e-bidding system. All forms, information, and specifications are available for obtained free of charge This work consists of the replacement of approximately 178 existing private side lead service lines with new copper water service from the curb box to the meter inside the property including associated restoration of lawn, sidewalk, drive approaches and concrete pavement. The Citys Mission Statement and Sustainability Vision Statement, defines the purpose of the Equal Business Opportunity (EBO) - Construction Policy and Administrative Guidelines (1) provide equitable access to do business with the City; (2) encourage involvement in the Citys Sustainability Vision Statement themes; and (3) enhance the growth, development and participation of small and emerging businesses to perform on City construction contracts. Bidders will be required to sign a Certification Regarding Debarment, Suspension and other Responsibility matters Affidavit; to comply with Title VI of the Civil Rights Act of 1964, Executive Order 11246 of September 24, 1965, as amended, the Copeland (Anti-Kickback) Act, and the Contract Work Hours and Safety Standards Act, as well as the Disadvantaged Business Enterprise Program as is indicated in the Contract Documents. For this project, the City of Grand Rapids Prequalification of Bidders and Subcontractors is waived and replaced with a Contractors Qualification Statement. Each bidder and subcontractor must be prepared to submit, within two calendar days after bid opening upon Owners request, a Contractors Qualification Statement that is included as part of Section 00 11 00 of the Bid Proposal document for this project. A certified check or bid bond for a sum not less than five percent (5%) of the amount of the Bid will be required with each bid. No bid may be withdrawn for a period of 45 calendar days after the date and time for receiving bids. The City reserves the right to accept or reject any and all Bids; to reject the Bid of a Bidder who is not, in the opinion of the Engineer or City, in a position to perform the contract; to waive informalities, irregularities and technicalities; to reject any and all non-conforming, non-responsive, unbalanced [unreasonable unit price(s)] or conditional Bids; or to advertise for new Bids. The City also reserves the right to award the Contract in the City's best interest, and therefore, may select a Bidder other than the lowest.
