Specific questions may be addressed to the Scott Barber, Public Works Director at (401)539-8474 or dpw@richmondri.com Bids must be enclosed in an sealed envelope addressed to "Town Administrator, Richmond Town Hall, 5 Richmond Townhouse Road, Wyoming, RI 02898" and bearing the name and address of the bidder. No bidder may withdraw his/her bid within ninety (90) days after the scheduled closing time for receipt of bid. The Town of Richmond reserves the right to reject any/all bids, waive any informalities in the bids received and to accept and award the bid to the lowest qualified bid deemed most favorable to the interest of the Town of Richmond. Individuals requesting interpreter services for the hearing impaired must notify the Finance Department (401)539-9000, x8 at least three business days prior to the bid opening. The effective date of AWARD shall be on or about October 17, 2023. No Bid Bond is required unless noted The Town of Richmond reserves the right to reject any/all bids, waive any informalities in the bids received and to accept and award the bid to the lowest qualified bid deemed most favorable to the interest of the Town of Richmond. Pre-bid Meeting: N/A The work to be performed under this contract consists of the rehabilitation and reclamation of existing bituminous concrete and/or tar pavements and repavement. All materials, construction and workmanship shall conform to the Rhode Island Department of Transportation Standard Specifications for Road and Bridge Construction Excess material will be removed by the Town as needed. Traffic control will be provided by the Town. his item shall consist of the preparation of a stabilized base course composed by blending the existing bituminous pavement and its gravel base course. The existing bituminous pavement shall be pulverized with a self-propelled combination pulverizing and compacting machine, weighting in excess of ten (10) tons, to depth of twice that of the existing pavement but not to exceed eight (8) inches. Equipment such as road planers or cold milling machines which are designed to mill or shred the existing bituminous pavement rather than crush or fracture it, and ripping or pushing machines such as motograders or bulldozers which are not capable of producing a uniform blend of pavement rather than crush or fracture it, and ripping or pushing machines such as motograders of bulldozers which are not capable of producing a uniform blend of pavement and base and are incapable of creating heat through friction, will not be acceptable. All material shall be pulverized and crushed to minus two and one half (2 1/2) inches and blended into a homogenous mass, utilizing the asphalt from the existing pavement which is heated by the cutting drum, as a stabilizing agent, bonding the material together and waterproofing the base. The reclaimed material shall be shaped and graded to the lines and elevations as directed by the Director of Public Works and compacted to a dense consolidated mass by rolling with a roller weighing not less than ten (10) tons. The finished surface shall be tested for smoothness and accuracy of grade and if any portions are found to lack the required smoothness or accuracy, such portions shall be repulverized, reshaped, recompacted and otherwise manipulated as the Director may direct until the required smoothness and accuracy are obtained. The finished surface shall be such that it will not vary more than one quarter (1/4) of an inch from a ten (10) foot straight edge applied to the surface, parallel to or at right angles to the center line. 2B SURFACE PREPARATION Surface preparation, which may include cleaning and grubbing, removal of visible cobbles, drainage, adjusting or street irons-value covers, manhole covers, drip inlet gratings catch basins, signs, mail boxes and guard rail resetting; etc. will be the responsibility of the awarding authority and will be completed before the contractor moves onto the job. 2C PULVERIZATION PROCESS The existing road pavement shall be pulverized and mixed with equal amounts of gravel base existing in the roadway foundation. The pulverization shall blend the asphalt and base material into a homogeneous mass, utilizing the asphalt acquired from the existing pavement as a stabilizer to bond material together when compacted. 2D ROLLING Initial rolling shall be done immediately following the second reclaimed pass, and again following fine grading. The Director of Public Works may require additional rolling if compaction is not satisfactory. Under this item, the Contractor shall furnish all labor, equipment, materials, and services necessary to furnish and install the asphalt pavement binder course (modified) as specified herein, ordered by the Director. Modified binder course asphalt shall be two and half (2 1/2) inches thick after compaction, and shall be placed in on (1) continuous lift. Bituminous concrete materials, construction methods and equipment shall conform to Sections 401 and M.03 of the State of Rhode Island. Department of Public Works, Standard Specifications for Road and Bridge Construction, Amended August 2013 and any subsequent amendments thereto, or as specified herein. ITEM 2-A ASPHALT PAVEMENT/SURFACE COURSE Class I-1 SCOPE OF WORK Under this item, the Contractor shall furnish all labor, equipment, materials, and service necessary to furnish and install the asphalt pavement surface course as specified herein, shown on the drawings or ordered by the Director. Surface course asphalt shall be one and half (1 1/2 ) inches thick after compaction A Tack coat of approved liquid asphalt shall be used between the base and finish course. (0.06 gal per sq yrd.) Bituminous concrete materials, construction methods and equipment shall conform to Sections 401 and 402 of the State of Rhode Island. Department of Public Works, Standard Specifications for Road and Bridge Construction, Amended August 2013 and any subsequent amendments thereto, or as specified herein.
