Site work, paving and new construction of a mixed-use development in Tulsa, Oklahoma. Completed plans call for the construction of a medical facility; for site work for a medical facility; and for paving for a medical facility.

Oklahoma State Medical Center desires to engage a qualified Construction Manager at Risk to assist the Trust in the construction of a five-story parking garage and surface level parking lot located at the OSU Medical Center campus in downtown Tulsa, Oklahoma. The proposed garage should include reutilization of 250 parking spaces on the south side of the main parking area for development of a 1,027-car garage Incorporation of the remaining 250 spaces on the north side of the main area surface lot Renovations of other existing spaces and structure adjacent to the lot in accordance with the garage architectural design While the presentation format of the above information is left to the firm s discretion, items 1-11 should be easily located, and presented consecutively in the order listed. Some of the above information will be duplicated on the OMES CAP forms. BACKGROUND INFORMATION: Firms may, at their option, submit additional data, photographs, renderings, minority status, etc., for consideration as a supplement to their letter of interest. SUBMITTAL: The submittal should not exceed sixty (60) pages (all requirements, including OMES forms). All submitted material should be saved in pdf version and delivered electronically. SELECTION: The selection of the Consultant will be made in accordance with Title 61, Oklahoma Statutes 62. Initial Screening will be based on the following criteria: Financial Capability to perform the work: Yes/No Overall Experience (Experience in the management of capital construction projects for university campuses, including all facets of a project from inception through closeout and post-construction follow-up): 15% Management Team/Staff (Qualifications of proposed individual team members for the type of work): 40% Budget, Cost, and Schedule Management (Ability to maintain projects within time/monetary constraints): 40% OSU/A&M/Oklahoma presence: 5% The top three firms from the Initial Screening will be invited to interview. It is expected that the results of the Initial Screening will be known on or about October 13, 2023. We will contact the invited firms via email to the designated contact person. Final Screening/Interviews will probably occur the week of October 16, 2023, with assessment based on the following criteria: Specialized experience and technical competence for the type of services required: 30% Capacity and capability, including any consultants, to perform the work, including any specialized services, within the stated time limitations of the project: 30% Past record of performance on contracts with government agencies or private industry. (Estimating, control of costs, quality of work, and ability to meet schedules): 30% Proximity to or familiarity with the area in which the project is located: 5% Safety record for past five (5) years: 5%
