SOURCES The Sacramento District has approximately $230M in forecasted Architectural- (A-E) service requirements. The Government intends to fulfill this need by establishing a Multiple Task Order Contract (MATOC) vehicle or vehicles in accordance with Public Law 92-582 (Brooks Act), FAR 36.6 and the Pamphlet (EP) 715-1-7. Purpose: The Sacramento District is conducting market research to identify large and small businesses which have the capability to complete/manage multiple simultaneously. The requested information will be evaluated for the purpose of determining the capability and availability of Large Businesses as well as Small Businesses and to develop subcontracting goals for the various categories of Small Businesses. The Government is seeking qualified, experienced sources for , A -E , procured in accordance with PL 92-582 (Brooks Act) and Federal Acquisition Regulation (FAR) Part 36.6, capable of performing the full spectrum of disciplines and on all, or portions of, primarily, Civil Works , which may include construction phase , and, secondarily, for Military, Military Construction (MILCON), Interagency and International (IIS), and Hazardous, Toxic, and Radioactive Wastes (HTRW) . The primary emphasis and selection criteria for A-E will focus on Civil Works and related efforts. will primarily be within the Sacramento District civil works boundaries of CA, NV, AZ, UT, and portions of OR, ID, CO, TX, and WY and the military boundaries of CA, NV, UT, NM and AZ. The contracts may also be used by other Districts within South Pacific Division (Sacramento, San Francisco, Los Angeles, Border District, and Albuquerque Districts) to encompass the entire South Pacific Division geographical area of responsibility. Minimum capabilities should include the following key areas: Full service interdisciplinary of new or remediation of existing structures, to include feasibility level thru preparation of and specifications for construction and support during construction. experience will be evaluated to determine ability to features such as: dams, levees, bank protection, seepage and stability berms, seepage cutoff walls, relief wells, mechanical gates and other outlet structures, pump stations, bridges, road and utility systems, foundation improvement, landslide stabilization, dewatering, and other similar type . Reports ( Documentation Reports (DDR and Basis of (BOD) Reports, etc.), Considerations and Information for Field Personnel (ECIFP), Operation and Manual (O&M) and other similar reports); Data analysis (materials property development, seismicity and seismic analysis, seepage, soil and rock slope stability, blasting, erosion, hydrologic and hydraulic analysis to include physical modeling); Investigations, data collection, and testing (surveying, bathymetry, photogrammetry, drilling, geophysics, pump tests, laboratory testing); Data Management on thru the and construction phases; Alternatives analysis (including cost/benefit) to include cost estimates (M-CACES); Infrastructure inspections; and, Risk assessments (quantitative and qualitative, including economic and life loss consequences). This is a SOURCES notice for MARKET RESEARCH ONLY to determine the availability and capability of both Large and Small Business contractors for prime and subcontracting opportunities. If a requirement is a Small Business -, then Small Business firms are reminded under FAR 52.219-14 Limitation on Subcontracting that they must self-perform at least 50% of the cost of contract incurred for personnel shall be expended for employees of concern for service-type procurement. The North American Industry Classification System (NAICS) code is 541330 which has a small business size standard of $25,500,000.00. The Standard Industrial Code (SIC) is 8711. The Product and Service Code (PSC) is C219. NO will be made from this Sources . The Government intends to a 5-year Firm Fixed Price Multiple IDIQ Contract/Contracts with Government requirements being competed amongst the MATOC pool and completed as individual Task Orders. The Government must ensure there is adequate competition among the pool of contractors. Location: will primarily be within the Sacramento District civil works boundaries of CA, NV, AZ, UT, and portions of OR, ID, CO, TX, and WY and the military boundaries of CA, NV, UT, NM and AZ. The contracts may also be used by other Districts within South Pacific Division (Sacramento, San Francisco, Los Angeles, Border District, and Albuquerque Districts) to encompass the entire South Pacific Division geographical area of responsibility. SUMBISSION REQUIREMENTS FOR SOURCES : Interested statements shall be to five pages and shall include the following information: Firm's name, address, point of contact, phone number, and address. UEI/Cage Code Number. Firm's statement of capability to perform a contract of this and complexity (include firm's capability to execute A-E with a similar scope, comparable work performed within the past 5 years, brief description of the project, customer name, timeliness of , customer satisfaction and dollar of the project). Provide at least 3 examples. SF330s SHALL NOT be submitted in response to this Sources announcement. Firm's Business Size Firm's Joint Venture (existing), including Mentor Proteges and teaming arrangement information is acceptable. Based on the results of this sources , there could be multiple synopsis, one for Unrestricted (UR) firms and another for Small Business (SB) firms. of interest to this sources announcement is not a prerequisite to any potential future offerings, but participation will assist the Sacramento District in identifying sources with required capabilities. Firms responding to this sources announcement, who fail to provide ALL of the required information requested, will not be used to assist the Government in the acquisition decision, which is the intent of this announcement.
