The Souhegan Regional Landfill District (SRLD) is seeking Qualifications from qualified engineering firms for on-call environmental engineering services. The SRLD is seeking a 3-year contract with the successful firm. The SRLD is responsible for managing a closed landfill located at 260 SR 101, in Amherst, NH. When the landfill was operational, four communities including Amherst, Brookline, Hollis, and Mont Vernon contributed to the waste disposed of at the facility. The SRLD was established to manage ongoing responsibilities and liabilities of the now closed landfill. The Town of Amherst operates a town-owned transfer station at the same premises as the landfill. Amherst has a MultiSector-General-Permit (MSGP) filed with EPA to manage stormwater at the Transfer Station Facility. In 2022 several parameters tested for quarterly, from a single outfall as required by the MSGP, exceeded the allowable limits in the permit. Specifically, these parameters included Zinc, Aluminum, Copper, and TSS. The same year Amherst consulted with an engineer who determined that the source of these exceedances was leachate from the closed landfill. The ongoing quarterly sampling results since 2022 have triggered several EPA AIM-Level notifications (Level 1, 2, and 3). . It is the sole responsibility of the Proposer to ensure that the proposal arrives on time at the designated place. The SRLD requests four (4) copies of the proposal to be mailed in a sealed envelope, marked Proposers Name -SRLD Environmental Engineering If any changes are made to the Request for Qualifications (RFQ), an addendum will be issued. Addenda will be emailed to all Proposers on record as having picked up the RFQ. Proposers shall be responsible for ensuring that they are in receipt of all addenda prior to proposal deadline Questions concerning this RFQ must be emailed to Eric Slosek, Amherst Director of Public Works, eslosek@amherstnh.gov, before 5:00 pm, October 2, 2023. Written responses will be emailed to all Proposers on record as having picked up Question Deadline 5:00 pm on October 2, 2023 Anticipated Contract Award November 2, 2023 The method of Contractor Selection has not been Determined at this time.
