Site work for a sidewalk / parking lot in Westbrook, Maine. Completed plans call for site work for a sidewalk / parking lot.
The Project, located from Vallee Square to Ash Street in Westbrook, consists of renovating the pedestrian boardwalk including: 1. Removing the existing wooden superstructure constructed of marine-grade, pressure-treated lumber, and replacing it in kind or with an equivalent durable + cost-effective alternative. 2. Removing and replacing the rail system along the edge of the boardwalk. a. The cedar handrail shall be replaced in kind1 or with an equivalent product of similar durability + function. b. The wooden toe-rail shall be replaced in kind or with an equivalent product. c. The metal rails, which rise from the decking to above the handrail, shall be recoated to extend the lifespan of this safety feature (e.g., powder coated, epoxy painted, etc.). d. Any substitutions for replacement products, parts, surface finishes, etc. shall be reviewed + approved by the City Engineer. 3. Inspecting for structural integrity. a. Any wooden joists or framing (e.g., on concrete or steel, below the decking, in contact with the ground, etc.) that are structurally compromised shall be replaced. b. Any apparent defects, or deterioration, such as cracks, corrosion, spalling, deformation, or misalignment of the superstructure (e.g., steel, concrete, wood, etc.) shall be noted, replaced or remedied, and documented for the City Engineer. 4. Replacing the wooden superstructure, rail system, and handicap ramp in kind, as well as any compromised members of the substructure. 5. Providing and replacing any + all hardware, connections, and miscellaneous fixtures to allow the boardwalk to be re-assembled to its existing form + function. 6. Disposing of all discarded materials in accordance with applicable rules + regulations. This is a grant funded project, which requires (a) compliance with Davis Bacon Act wage requirements; (b) work to be completed by December 31, 2024; and (c) additional requirements included in Exhibit 1 - Sample Agreement in the Project Manual, which can be found with all the other bid documents on the City's website direct any questions to City Project Manager, Robyn Saunders at rsaunders@westbrook.me.us or 207854-0660 x3014 between the hours of 7am and 3pm Monday through Friday, until October 20,2023. o send an email ASAP to the Project Manager to relay interest in order to receive any addenda, if issued. Bids will be received for a single prime Contract. Bids shall be lump sum in a schedule of values to be provided by the Bidder with alternate bid items called out separately on a bid form. Bid security shall be furnished in accordance with the Instructions to Bidders. Bids must be enclosed in a sealed envelope marked "Presumpscot River Boardwalk Accessibility Enhancement." The City of Westbrook reserves the right to accept or reject any or all bids and to award the contract to a bidder other than the lowest bid offered, if such actions are in the best interest of the City of Westbrook. This does not commit the City of Westbrook to any specific course of action. *The list of planholders and/or interested bidders is not being tracked by the stakeholders involved with this project.
