Providing Collection, Removal, Transportation and Disposal of Residential Solid Waste From the Township of Florence for a Period Of at Least One (1) Year or in the Alternative, for a Period of Three (3) Years or Five (5) Years Each bid must be accompanied by the requisite performance guaranty, deposits, questionnaire and affidavits as set forth in the Instructions to Bidders, together with a certified check, bid bond or Cashier's Check payable to the order of the Township of Florence in the amount of 10% of the bid, not to exceed $20,000.00, as a guaranty that in the event the bid is accepted and the service contract awarded to the bidder, the service contract will be executed and its performance secured by the Performance Guaranty and Insurance. All bid guarantees shall be accompanied by an executed consent form from an approved surety company, licensed to conduct business in the State of New Jersey. For the purposes herein the term Performance Guaranty shall be deemed to be a Bond issued by a surety company authorized to do business in the State of New Jersey or by a Letter of Credit, certified check or cashier's check issued by a banking institution licensed to do business in the State of New Jersey. Specific requirements of the Guaranty are set forth in the specifications. If there are any questions, potential bidders may contact the Township Administrator in advance of the date of the bid opening on Thursday, February 22, 2024 at 10 A.M. Addenda may be issued by the Township of Florence prior to the opening of the bids and will become part of the specifications. The contract, if it is awarded, will be awarded within sixty (60) days following the date the bids are publicly opened and read. No bid may be withdrawn prior to either the execution of the service contract by the lowest responsible bidder or the expiration of the sixty (60) day period, whichever event shall first occur. The accepted bidder must sign the contract within ten (10) days after the Notice of Award or forfeit his bid security. Bid securities will be returned to all but the three apparent lowest responsible bidders. All other bid securities will be returned within three working days after awarding and signing of the contract and approval of the Contractor's Performance Bond, Saturdays, Sundays and Holidays excepted. Requests for bid specifications (Uniform Bid Specifications): Solid Waste Collection Services, may be inspected and/or obtained by prospective bidders by contacting the Township Clerk, Nancy L. Erlston, RMC at 609-499-2525 or clerk@florence-nj.gov or may be obtained in person during business hours from the Office of the Township Clerk, Municipal Complex, 711 Broad Street, Florence, NJ 9:00 a.m. 4:00 p.m. Monday through Friday. Successful bidder must comply with the affirmative action requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 et seq. All bid proposals will be date and time stamped upon receipt. Bidder is solely responsible for the timely delivery of the bid proposal. Bids must be made on the standard proposal forms in the manner designated therein and required by the specifications. The right is reserved by the Township of Florence to waive any informalities deemed not detrimental to the Township and to reject any or all bids when that action is deemed to be in the best interest of the Township.
