Project No: 250003146 East Main Street begins as an urban section with four 10-foot travel lanes, then widens to a divided facility. The facility includes a 14-foot wide median and two 11-foot lanes tying into the existing Williamsburg Avenue roadway section. The curve at Libby Hill Park will be improved to accommodate a design speed of 25 MPH. Additionally, a new signal will be installed at the intersection. The intersection improvements will also include construction of pedestrian facilities and landscaping services. New sidewalks will need to be constructed on both sides of the intersection. The Project arose from a traffic management need, particularly the need to ensure a safe travel environment for both motorists and pedestrians. In its current layout, the Project intersection is a source of motorist confusion. The improvements sought by the City are designed to enhance safety by providing greater route continuity. Design improvements should create a continuous flow movement within the City, rather than directing traffic towards neighboring counties. The City expects that the Project will enhance crosswalk visibility and pedestrian connectivity. Location The Project is located at the intersection at East Main Street and Williamsburg Avenue. It spans from Peach Street to 31st Street, and also ties in the connection of East Main Street at the bridge over Norfolk Southern Railroad. B. Installation of a signalization and roadway lighting, Installation of new concrete curb, sidewalks, curb ramps, and pedestrian signals, Installation of new ADA-accessible curb ramps, Installation of traffic signs, markings, and crosswalks, Excavation and removal of existing concrete, earth, pavement, and other items, Construction of asphalt pavement, Installation of a 14' wide median, Installation of storm water drainage, Erosion and sediment control, including topsoil and permanent seeding, Maintenance of traffic, Mobilization, and Any other miscellaneous Work as directed by the Project engineer. 1.3. Prequalification This project has not been prequalified under the Code of the City of Richmond, Section 21-46. All interested bidders are encouraged to participate.
