- SCOPE OF SERVICES The City is seeking a Request for Qualification (RFQ) from qualified firms to provide professional engineering services to assist in the preparation of plans, technical specifications, and bidding documents for the replacement of the 1 Park Pump Station and Park 1 Tank safety modifications. Conduct Project Administration Services - Design Professional will provide the management functions required to successfully complete the design work, including all project correspondence with the City; consultation with the City's staff; supervision and coordination of services; implementation of a project specific work plan, procedures, and a quality control/quality assurance plan; scheduling and assignment of personnel resources, administration and coordination of sub consultants, continuous monitoring of work progress; and invoicing for the work performed. Initial Project Meeting - Design Professional will conduct an initial project meeting to clarify the Water Department's intended scope of work, schedule, budget requirements, and other special requirements for the Project. Review pertinent available data and to present Design Professional's draft work plan and work schedule to confirm they meet the City's expectations. Following the initial project meeting, Design Professional shall submit to the Water Department for approval its work plan and work schedule for the Project, providing for completion within the term of the Contract. Design Professional shall make modifications to the work plan and work schedule as necessary to obtain City approval. Design/Engineering Phase: Develop full and complete set of design drawings, specifications and contract documents. Construction details and standard details. Development of specialized details as appropriate. Prepare engineer's opinion of construction cost estimate. Contract administration. Schedule preparation. Attend progress meetings and other meetings as needed with City staff. Missouri Department of Natural Resources Coordination & Approvals. Bid Phase Services: Attend pre-proposal meeting(s). Provide input and prepare addenda as needed. Prepare and issue for construction, plans and specifications incorporating addenda. Review construction contractor bid packages. Review, evaluate and certify bid tabulations. Make a recommendation for construction contract award. Coordinate with City representative during bid phase as needed. Construction Phase Services: Coordinate and attend pre-construction meeting Provide onsite inspections at various stages of construction as appropriate. Evaluate and response to request for information. Review and approve shop drawing and material samples as required. Coordinate and provide onsite material testing as needed. Coordinate and attend monthly project progress meetings. Maintain and provide monthly work activity reports. Review and approve change orders. Review and approve monthly progress payments. Coordinate final inspection, punch list completion and startup of completed pump station. Provide project close out documentation, as built drawings, warranty information and operation manuals
