Renovation of a municipal facility in Frankfort, Kentucky. Completed plans call for the renovation of a municipal facility.

Messer Construction reserves the right to reject any and all bids and to waive all formalities and/or technicalities where the best interest of the Commonwealth of Kentucky may be served. The Commonwealth of Kentucky is committed to increasing the participation of minority business enterprises and women business enterprises in construction and renovation projects, and encourages the use of minority/women subcontractors and material suppliers. It is strongly suggested that Bidders make more than a conservative effort to locate and use MBE/WBE in bidding this project. For assistance in identifying minority vendors and subcontractors, the contractors may contact the Kentucky Office of Minority Business Enterprises, 2329 Capitol Plaza Tower, Frankfort, Kentucky 40601, Telephone No. (502) 564-2064 and Louisville Minority Business Development Center, 611 W. Main Street, Louisville, Kentucky 40202, ATTN: Mr. Darnell Jackson. Bidders using minority and women enterprises as subcontractors and material suppliers are requested to identify these contractors in the space provided on the Form of Proposal. The successful contractor will be asked to supply associated contract amounts rounded to the nearest $500.00 prior to the signing of a contract. No bidder may withdraw his bid for a period of sixty (60) days after the date set for the opening of bids. Clerical errors and omissions in the computation of the lump sum shall not be cause for withdrawal of the bid without forfeiture of bid bond. Bids may be withdrawn in person only, prior to the closing date for receipt of bids. The Renovation of the Kentucky State Capitol Governor's Mansion Windows project Bid Package GM01 consists of repairs and addressing leaks to select windows in the Governor's Mansion. Trade Categories (TC) Bidding in Bid Package GM01: Trade Category Description TCGM01A Governors Mansion Windows Part 1 is the process for submission of Technical Qualifications Proposal (worth a total of 50 points). The evaluation will result in the Short Listing of the three respondents receiving the most points. Part 1 - TC GM01A Governor's Mansion Windows Technical Proposal format and content: i. Executive Summary and Proposal Overview (5 points) ii. Firm/Bidder Qualifications (30 points) * 1. Minimum Experience Required: The bidder shall demonstrate a history of satisfactory performance on and completion of at least five (5) contracts of similar scale and complexity to this project. The five (5) contracts submitted must have achieved Substantial Completion within the last fifteen (15) years. a. Projects that conform to The Secretary of the Interior's Standards for the Treatment of Historic Properties, and b. Projects that have been reviewed and approved by a State Historic Preservation Office. c. Demonstrated firm's history and capacity to meet schedules. d. Demonstrated experience in adapting installation requirements to accommodate sub-frame connections in varying conditions in masonry buildings from the late early 20th century. 2. Performance: Demonstrated experience in providing an installation in historic buildings that do not leak 3. Window Installation: Demonstrated experience in the oversight of the installation of custom windows, custom flashings and exterior trim in historic buildings as described and shown on the drawings. iii. Installer Qualifications (10 points) *: The proposed installer who will be performing the work shall have experience in similar scopes on historical buildings as required for this Project. iv. Proposed Plan, Schedule (5 points): Prepare a preliminary proposed schedule outlining key activities, material lead times, mockup(s) if required, testing and installation durations. **Technical qualifications proposals shall be reviewed and evaluated prior to receipt of cost proposals. Part 2 is the process for submission of the cost proposal on official Bid Form, resulting in the selection of the successful firm. Part 2 Bids shall be submitted only on the Official Forms supplied by the Messer Construction Company. Failure to comply with the foregoing requirements will be cause for invalidation of bid. Part 2 - Cost Proposal (worth a total of 50 points).
