Lubbock Power & Light (LP&L) requests Statements of Qualifications from qualified firms, interested in providing professional services to conduct the following tasks which include, but are not limited to, electric distribution design, system mapping, and modeling for electric utilities operating in the State of Texas. Firms are invited to submit demonstrated competence, qualifications, and historical instances for providing these services. The intent of the information contained within this document is to provide interested firms with a general understanding of LP&Ls needs and the criteria that LP&L will use to select a firm that best suits those needs. Lubbock Power and Light is seeking qualifications from engineering firms to provide Distribution design and engineering service for the replacement or upgrade of structures and equipment that do not conform to NESC and LP&L current design standards. LP&L intends on using professional services to assist in the Distribution design and engineering for Capital Improvement Projects to upgrade or replace infrastructure inside its existing service territory. These Distribution upgrade projects can range in voltage from 4KV to 23KV. 1. Design and prepare technical drawings, cost estimates, and schedules for overhead, underground and street light facility construction. 2. Perform field work including surveying, layout staking, and inspection. 3. Coordinate with COL, TXDOT, BNSF, and FAA to acquire permits where required. 4. Coordination with LP&L field personnel and/or LP&L contractors. 5. Upon completion of any project, input as-built data into the LP&L GIS (ARC-FM Designer). 6. Provide support for electric system modeling and analysis. 7. Provide procurement support related to material, equipment, and construction specifications. A Screening Committee reviews submittals and determines which qualified candidates are invited to present their qualifications further at an interview with the Screening Committee.
