A timeline for award has not yet been established.** All Bidding Documents are located in SWWWTP Headworks Improvements - Contract 2023-04: General Construction and All Clarifications should be submitted through SWWWTP Headworks Improvements - Contract 2023-04: General Construction Contract No. Description of Contract 23 - 04 General Construction $585,000 - $730,000 23 - 05 Electrical Construction $68,000 - $85,000 The Project includes the following Work: The Project generally consists of the following: Demolition of an existing influent screening system and associated components. Installation of a new owner procured influent screening system. Demolition of the mechanical components of an existing aerated grit removal system, including a grit collection/conveyance screw, a grit bucket elevator, a grit classifier, an aeration header, and associated components. Installation of new mechanical components of the aerated grit removal system within an existing concrete aerated grit tank. Replacement of an existing 10" headworks effluent line with a new 14" headworks effluent line including interconnects with existing structures and process piping. Installation of a new chemical injection manhole and associated site work. Modifications to existing process piping and installation of new process piping. Modifications to existing concrete tankage and concrete channels as necessary to accommodate proposed Work. Installation of new electrical controls panels, conduit, wiring, and associated components as part of the influent screening system and aerated grit removal system installation. Any other work as detailed in the Contract Documents Bidding Documents may be downloaded from the designated website. Prospective Bidders are urged to register with the designated website as a plan holder, even if Bidding Documents are obtained from a plan room or source other than the designated website in either electronic or paper format. The designated website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website. The Issuing Office for the Bidding Documents is: Herbert, Rowland & Grubic, Inc. 369 East Park Drive Harrisburg, PA 17022 Instructions to Bidders Bid security in the form a Certified Check or Bid Bond shall be furnished with the bid in an amount not less than 10%. All questions about the meaning or intent of the Bidding Documents are to be submitted via PennBID in accordance with the Instructions to Bidders. Telephone inquiries are unacceptable. For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. Statutory Requirements Bidders must comply with all State antibid-rigging regulations pertaining to work associated with this project and will be required to submit an executed non-collusion affidavit with the bid. Bidders should refer to provisions of federal and state statutes, rules and regulations dealing with the prevention of environmental pollution and preservation of public natural resources that affect the project, pursuant to Act No. 247 of the General Assembly of the Commonwealth of Pennsylvania, approved October 26, 1972. This Project falls under The Commonwealth of Pennsylvania enacted Act 127 of 2012, known as the Public Works Employment Verification Act ('the Act') which requires all public work contractors and subcontractors to utilize the Federal Government's E-Verify system to ensure that all employees performing work on public work projects are authorized to work in the United States. All Bidders are required to submit a Public Works Employment Verification Form as a precondition for the Contract Award. The estimated cost for each Contract is greater than Twenty-five Thousand Dollars ($25,000) and the Pennsylvania Prevailing Wage Act shall apply. All bids shall be irrevocable for 60 days after the bid opening date as provided by the Act of November 26, 1978 (P.L. 1309, No. 317), as amended by the Act of December 12, 1994 (P.L. 1042, No. 142). Ownerreserves the right to waive any defects, errors, omissions, mistakes, informalities, to accept any bid or combination of bids that are deemed to be in the best interest of the Owner, and to reject any or all proposals.
