This is a Sources Sought Notice to identify design-build contractors capable of completing the planned Subproject 1 - Critical Electrical System Improvement of Critical Utilities Infrastructure Revitalization (CUIR) Project. This is not a solicitation for proposal or quotations and no award will be made from this Notice. SLAC intended to issue a formal solicitation later based on responses from this Source Sought Notice. BACKGROUND Many of SLAC's utilities were installed in the 1960s as part of the original laboratory construction. These original utilities were not designed to support the experimental parameters needed for science research today and in the future. The purpose of the Critical Utilities Infrastructure Revitalization (CUIR) project is to modernize utility infrastructure to provide reliable and sustainable operations, enabling SLAC National Accelerator Laboratory (SLAC) to remain mission-ready and enhance the impact of Department of Energy (DOE) scientific programs. CUIR is a project directly funded by the DOE's Office of Science. The project is organized into three subprojects to efficiently execute utility improvements in alignment with lab priorities and operational downtime schedules. PLANNED SCOPE AND DESCRIPTION OF SERVICES This Subproject 1 includes the replacement of two major 230 kV transformers inside the Master Substation yard, expansion of SLAC's Master Substation control building, construction of new 12 kV feeder cable pathways, and installation of a new pad-mounted switchgear. These electrical utility improvements have many physical interfaces with existing electrical system that must stay energized to reduce impacts to the lab's science mission. DRAFT REQUEST FOR PROPOSAL Subproject 1 design-build scope has an estimated cost range of $25M to $35M. SLAC will use a two-step Best Value Trade Off selection method to identify the most qualified design-build subcontractor. The draft Request for Proposal and relevant references are provided to present the general scope and acquisition method for the project. The draft documents provided are subject to change and should not be construed as a solicitation. This Sources Sought Notice is NOT A SOLICITATION, but instead is to identify interested vendors for the upcoming formal solicitation release. SOURCES SOUGHT RESPONSE Interested Design-Build contractors with the skills, capability, workload capability and ability to obtain bonding to complete the planned project scope are invited to submit a written response to this Sources Sought Notice.
