Town of Branchville reserves the right to reject any and all proposals or any parts thereof and to waive any irregularities or minor informalities in any proposal or in the proposal process and to make a contract award in the best interest of the Town of Branchville. The SCIIP funding will be used to determine the specifics, capacity, and health of the existing water system to aid the Town in planning and preparing for the future. Major goals of this viability plan is to create a GIS and Hydraulic model by updating the existing water system map to include both missing information and additional attributes such as transmission line age and material. In addition, the existing wells and treatment systems will be assessed for condition, capacity, and remaining life. This will be compiled into a water system asset management plan. SCIIP funding will also be used to assess the sewer system's present condition. This will include inspections, cleaning and smoke testing will be conducted on the components of the system and the system maps will be updated in GIS based on information provided by the Town and information gathered during the study. The treatment system will also be evaluated. Development of the Town's first Capacity, Management, Operation, and Maintenance (CMOM) Program to address budgeting, staffing, training, public education, inventory, preventative maintenance, and cleaning, rehabilitation, overflow response, fats, oils and grease, backup power, root control and system capacity. A capital improvement plan will be established based on the information gathered during the assessments of the Town's water and sewer systems and the rate structure will be analyzed to determine if the revenues generated by the Town's rate structure can support a healthy capital improvement plan. SCIIP funding will also be used to evaluate potential regional partnerships of the water and sewer systems. Final Date to Receive Written Questions/Clarifications October 5, 2023 and 4:00pm Completion of Selection Committee Review and Recommendation October 6, 2023, estimated Execution of Contract November 13, 2023 estimated The estimated project schedule is as follows: Completion of data acquisition May 2024 Completion of first draft of report July 30, 2024 Completion of final edits of report August 12, 2024 Presentation of findings to Town of Branchville's Council October 21, 2024 Grant close-out April 30, 2025 Timely completion of the project is a key requirement, as delays could result in the loss of grant funding. All questions and/or requests for clarification regarding this RFP should be provided in writing to Franklin Dickson no later than October 5, 2023 and 4:00pm. All questions submitted and their answers will be posted on the Town of Branchville website as an addendum to this RFP. No telephone inquiries will be accepted. The method of Contractor Selection has not been Determined at this time.
