Deadline for Submission of Written Questions: FRIDAY, FEBRUARY 9, 2024 Deadline for submission of written questions FRIDAY, OCTOBER 6, 2023, at 5:00PM The MASSACHUSETTS PORT AUTHORITY (Massport) is soliciting Construction Management at Risk Services for MPA PROJECT NO. L1697 - TERMINAL B ROADWAY AND GARAGE OPTIMIZATION (the project). In accordance with Massachusetts General Laws, Chapter 149A, Sections 1 thru 13, Massport is seeking a highly qualified and competent Construction Manager (CM) to provide preconstruction services and implement the construction of the Project in accordance with an agreement where the basis for payment is the cost of the work plus a fee with a negotiated guaranteed maximum price. This Request for Qualifications (RFQ) is being utilized to prequalify and shortlist CM firms who will be invited to submit proposals in response to a Request for Proposals (RFP) to be issued by Massport. The project will separate passenger cars from buses at the roadway curbsides on the arrivals level at Terminal B. This will be done by repurposing the Level 1 garage interior to install travel lanes and new curbs for passenger pick-up. The modification includes moving the limousine pool from inside garage to the Level 2 horseshoe curbside, and relocating taxi and shuttle stands to the Piers A and B curbs on Level 1. The project will reallocate space for buses and shuttle buses at the Piers A and B curbs for optimization, improved passenger safety, and will provide ADA/accessibility improvements. The project includes new pavement markings, regulatory and wayfinding signage modifications, lighting upgrades, and comprehensive structural repairs throughout the garage on all levels and roadway on the departure level. To accommodate access to structural repair locations, MEP/FP systems may be relocated. On Level 1, stormwater drainage improvements are included. The Scope of Work will include Package CXA Transit Optimization Phase I is intended to provide interim modifications to bring passenger cars into the garage as quickly as possible for passenger pickup instead of the curbsides in front of the terminal buildings. Level 1 Scope includes minor relocation of buses at curbside; splitting the taxis into two taxi stands - one at the entrance of the Pier A-side near the horseshoe and one at the entrance to the Pier B-side of the Terminal, with temporary railings and signage; relocation of passenger vehicles pickup into the garage with steel bollard-protected passenger area and limited roadway refuge zone. Level 2 Scope includes relocation of Limos from Level 1 to Level 2 horseshoe. Package CXB Structural Repairs includes structural repairs through all levels at the existing garage. The existing garage construction consists of a pre-cast concrete superstructure bearing on 100-ton piles. Below grade thrust beams provide the lateral support for the garage. Supported floor slabs consist of pre-cast concrete channel beams (similar to double tees) that are 8'-3" wide with a 3" thick flange and 2'-3" deep stems. An approximately 4" thick cast-in-place concrete topping is placed on the pre-cast channel beams. The channel beams are typically supported by pre-cast ledger and inverted t-beams. The beams are in turn supported by concrete encased steel columns. Single columns at column lines (CLs) 750.5, 775.0 and 799.5 are 2'-2" in diameter. Double columns at CLs 762.4 / 763.1 and 786.9 / 787.6 are oval shaped at 2'-2" wide and 5'-8" long. The garage is 4 bays wide with each bay measuring approximately 60' in width. Columns are spaced at 25'-0" on center along each bay. There are expansion joints at every fourth column line (every 100 feet). Package CXC Transit Optimization Phase II is intended to modify the interim conditions installed in C3A and provide the final conditions related to bringing passenger cars into the garage for passenger pickup instead of the curbsides in front of the terminal buildings.
